On December 15, the State Administration for Market Regulation issued an announcement on soliciting opinions on the Detailed Rules for the Review of Liquor Production Licenses (Draft for Solicitation of Comments) (hereinafter referred to as the "Draft for Comments"), which pointed out that liquor labels should not be marked with the words "special supply", "exclusive supply", "special use", "special demand" and so on.

It is mentioned in the Draft for Comments that enterprises should establish a product labeling management system. In accordance with the provisions of food safety laws, regulations and standards, strictly regulate the labeling of liquor, truthfully and accurately label, and must not deceive and mislead consumers. Product implementation standards must not be falsely labeled, solid-liquid liquor and liquid liquor must not be passed off as solid-state liquor, and where product standards require labeling of solid-state liquor, solid-liquid liquor, liquid liquor and other product category requirements, they shall comply with the corresponding provisions. Mandatory labeling contents such as ingredient lists shall not be falsely marked, and the liquid liquor and solid-liquid liquor used for edible alcohol should be marked with edible alcohol, and the raw materials for brewing edible alcohol should not be marked; all kinds of ingredients should be sorted one by one in the order of decreasing amounts added.

Enterprises producing vintage wine should establish quality and safety standards for vintage wine, and vintage wine labels should truthfully mark the true vintage and proportion of the various base wines used.

The draft for comments emphasizes that liquor labels must not be marked with the words "special supply", "special supply", "special supply", "special demand" and so on.

In the Draft for Comments, it is recommended that enterprises establish a food safety traceability system. Enterprises should clarify the traceability goals, measures and responsible personnel, clarify the source of raw and auxiliary materials, production links and connections, material flow, information collection and recording rules of liquor, etc., truthfully, accurately, scientifically and systematically record the quality and safety information of the whole process of production and processing, including products, production, equipment, facilities and personnel, etc., to ensure that there are records from raw material procurement to final products and sales, so as to achieve the quality and safety of liquor in a downward traceable direction, reverse traceability, and risk control.

In addition, the Draft for Comments also puts forward traceability requirements for enterprise production records. Enterprises should have control measures to manage and review the name, quality grade, quantity, batch number, production date and other information of the base wine, seasoning wine, hook water and other materials and finished products recorded in the process of making wine, storage, hooking, filling, etc., to ensure the traceability of records.
