On December 15, the State Administration for Market Regulation solicited opinions on the "Detailed Rules for the Review of Liquor Production Licenses (Draft for Comment)", and only the packaging site, process, equipment or enterprise has a complete production site, facilities and equipment, production process and other conditions such as koji-making, fermentation and distillation, but if the packaging process such as hooking and filling is used as the starting of production, it is a sub-packaging behavior and does not accept the production license.

The opinions propose that enterprises producing vintage wine should establish quality and safety standards for vintage wine, and the label of vintage wine should truthfully mark the true year and proportion of the various base wines used; liquor labels shall not be marked with the words "special supply", "exclusive supply", "special use", "special demand" and so on.

In addition, the opinions propose that enterprises should establish an inspection management system. For raw and auxiliary materials, semi-finished products, finished products, etc. to carry out inspection and control and implement control requirements, inspection records should be true and accurate, and the inspection report shall not be less than 2 years.
