The "Planning" proposes to promote the intelligent upgrading of cold chain infrastructure and strengthen the application of cold chain intelligent technology and equipment. Focusing on the construction of the national backbone cold chain logistics base and the production and marketing cold chain collection and distribution center, accelerate the intelligent transformation and upgrading of facilities and equipment such as parking, scheduling, loading and unloading, freshness preservation and ripening, and quality control. The "Planning" emphasizes that the energy-saving level of cold chain logistics facilities should be improved, and the research and development and application of green cold chain equipment should be increased. Encourage enterprises to carry out energy-saving transformation of low-temperature processing equipment and facilities such as cold storage in use and freezing rooms, quick-freezing equipment, and cooling equipment, and promote models such as contract energy management and energy-saving diagnosis. Research and formulate a catalogue for the promotion of green cold chain technology and energy-saving facilities and equipment, and encourage the use of green, safe, energy-saving and environmentally friendly refrigerated vehicles and supporting equipment and facilities.

The "Planning" requires that the basic research and equipment research and development of cold chain logistics technology be strengthened, and the application mechanism of cold chain technology innovation be improved. Focus on key and common technical issues in the fields related to cold chain logistics, deploy national technical research, strengthen the biological principle of cold chain product quality deterioration and corrosion and its coupling effect with the logistics environment, high-quality low-temperature processing, high-efficiency energy saving and renewable energy utilization, environmentally friendly refrigerants and safety applications, cold chain safety elimination and other basic research, and consolidate the foundation for the development of cold chain logistics. Encourage large-scale fresh e-commerce, chain supermarkets and other enterprises to coordinate the construction of an integrated urban and rural cold chain logistics network, increase investment in the construction of cold chain logistics facilities in small and medium-sized towns and rural areas, strengthen the docking of urban and rural cold chain facilities, create an "upward and downward network", improve the efficiency of facility utilization, and promote the two-way balanced development of urban and rural cold chain logistics.

The "Planning" clearly proposes to cultivate the ecology of the cold chain logistics industry and build an ecology of the fresh food supply chain. With the national backbone cold chain logistics base and the production and marketing cold chain collection and distribution center as the core, we will attract the agglomeration and development of commercial circulation and agricultural product processing industries, deepen the linkage and integration of the upstream and downstream of the industrial chain, strengthen the organizational function of the whole industrial chain of agricultural products, and create an ecosystem for the integration and development of cold chain logistics and industry.
