On the afternoon of December 6, Liu Yang, secretary of the party committee and director of the management committee of the Wudalianchi Scenic Area, presided over the 96th party committee meeting of the fourth session to study and deploy industrial projects, investment promotion, epidemic prevention and control, party history study and education and other recent key tasks. Members of the leading body of the party committee of the scenic spot attended the meeting, and the principal responsible persons of various departments directly under the district attended the meeting as observers.
The meeting conscientiously conveyed the spirit of the document "Guiding Opinions on the Termination and Withdrawal of Administrative Petition Matters According to Law" by the Provincial Joint Conference Office of Letters and Visits, the "Measures for the Assessment of the Construction of The Hundred Major Projects in Heihe City", the "Measures for the Assessment of the Responsibility of Investment Attraction Targets in Heihe City", and the "Work Plan for the Construction of the Industrial Chain Project and the Work Plan for Attracting Investment and Investment in Heihe City"; listened to the report on the work plan of the Wudalianchi Scenic Area in cooperating with the second round of the central ecological environmental protection supervision work plan and the rectification of the problem account, and the phased report on the study and education of party history; and deliberated the "Phased Report on the Construction of the Party History" List of Safety Production Responsibilities of Party Committee Members of Wudalianchi Scenic Area" and "List of Work List of Party and Government Leading Cadres of Wudalianchi Scenic Area in 2021"; the study discussed the "Work Plan for the Construction of Industrial Chain Projects and Investment Attraction in Wudalianchi Scenic Area".
In accordance with the work deployment of the party committee of the scenic spot, the scenic spot has set up three special classes to accurately promote the construction of projects and investment promotion in the whole region, fully promote industrial transformation and upgrading, do better and stronger leading industries, take the direction of immediate force, short-term results, and long-term driving as the starting point, based on resource endowments and industrial foundation, plan the three leading industrial key projects of mineral springs, tourism and health care, and further extend the industrial chain.
On doing a good job in the construction of industrial projects and the work of attracting investment and investment, Liu Yang stressed that it is inseparable from industrial projects to grasp development. In order to achieve high-quality development, we must attach great importance to the construction of industrial projects. The vast number of party members and cadres in the whole region should improve their political standing, achieve full participation, joint planning, and constantly dig deep and improve the industrial map, and truly realize the collective wisdom and collective efforts. It is necessary to base on the extension chain, supplementary chain and strong chain of the industrial chain, study and judge the market demand and investment intentions of the target enterprises, form an effective investment target library, accurately locate the indicators, quotas and directions of the investment promotion tasks, attract incremental projects that are driven by the landing, cultivate and strengthen the stock projects, promote the existing enterprises to achieve production and expansion, form a strong supporting economic growth point, and inject new momentum into the development of scenic spots.
On the second round of central ecological environmental protection supervision work, Liu Yang stressed that the ecological environmental protection supervision work is a powerful way for us to solve development problems and broaden the development path. We must further enhance our ideological, political, and action consciousness in accepting the central ecological environmental protection inspectorate, and actively cooperate with the second round of central ecological environmental protection supervision work with the courage of not being afraid of the ugly and seeking truth from facts. Each department should take its own responsibility, according to the time node and requirements, timely and accurate to ensure that the quality and quantity of the completion of the reporting work. All working groups should do a good job of coordination and cooperation, perform their duties in place, take the initiative to take responsibility, and actively act to ensure the smooth progress of the supervision work.
On comprehensively doing a good job in party history study and education, Liu Yang stressed that the study and education of party history in scenic spots has achieved phased results, but due to the impact of epidemic prevention and control, we are still far from the overall goal of "learning party history, enlightening our minds, doing practical things, and opening up a new situation". We must benchmark against the table, make up for shortcomings, strengths and weaknesses, find deficiencies, dig deep into path measures, coordinate the overall work, and scientifically arrange work rules. We should further intensify our efforts to do practical things and open up a new situation. Party members and cadres should carry out epidemic prevention and control, bayonet duty, ten households joint guarantee, the people's two sections of living security and other work, closely understand the real needs of the masses, take the actual affairs of people's livelihood as the starting point, organically integrate the study and education of party history with the implementation of the spirit of the Sixth Plenary Session of the Nineteenth Central Committee and the work of people's livelihood, and promote it as a whole to ensure that the study and education of party history achieve solid results.
According to the meeting arrangement, at the pre-conference meeting to study the law, the participants jointly studied the "Administrative Punishment Law". The meeting also made arrangements for other priority tasks.
