Regarding the content of Qu Yuan's reforms, the Records of History and the Warring States Policy are very brief, and posterity can no longer see the whole picture. However, we can get some information from the "Departure from the Troubles" and the "Nine Chapters": first, his reform and change of law was ordered by King Huai of Chu; second, it was "fengxian gong", that is, inheriting the legacy of his predecessors; third, it was a top-down movement to change the law with the purpose of making the country rich and strong. Tang Bingzheng, an expert in Chu history, also summed up Qu Yuan's transformation method after cumbersome and rigorous examinations into six points: first: rewarding cultivation battles; second, raising up meritocracy; third, anti-connivance; fourth, forbidden friends; fifth, clear rewards and punishments; and sixth, restraining veteran nobles. We can see that these six articles are similar to the changes in the use of ink in the Wei and Chu states before Wu Qi and the changes in the Mo family in the Qin state, and can even be said to be a copy of the previous version. Qu Yuan wanted to revive the Mo Fa in the Chu Kingdom.
