The Standard contains 17 notary service items, which are divided into proof of legal facts (11 items) and supporting documents (6 items). These include the common proof of property inheritance, gifts, acceptance of bequests, proof of wills, etc.
Among them, the elderly aged 80 and above apply for the first time to apply for the notarization of wills, and the fee for notarization of wills is waived. Notarization fee reductions and exemptions are available for notarization matters related to the receipt of pensions, workers' compensation, relief payments, labor insurance benefits, etc.
Specifically, according to the purpose of notarization, for notarization matters related to the receipt of pensions, labor compensation, relief funds, labor insurance benefits, etc., notarization matters related to public welfare activities, and notarization matters proving maintenance, maintenance, and support agreements, the proportion of notary fee reductions and exemptions is not less than 20%. For low-income households and severely disabled persons handling relevant business in this catalogue, the proportion of notary service fee reductions or exemptions shall not be less than 50%.
The fees for notary services outside the catalogue shall be regulated by the market, and the charging standards shall be agreed upon by the notary institution and the parties and determined in writing.
In addition, notary institutions may not split projects, expand the scope, change billing methods in any name, and may not add unnecessary certification items and add fees through circular proofs, bundled services, etc. Moreover, notary institutions shall, before March 1 of each year, report to the development and reform departments and judicial-administrative organs the implementation of the previous year's notary service fee policy and the income and expenditure of notary services.
