According to the three-year growth cycle of hatched seedlings → first-class seedlings→ second-class seedlings (half a catty) → finished fish (two catties), Li Yuan formulated a three-year plan, investing 5 million first-class seedlings, 1.3 million second-class seedlings and 190,000 finished fish respectively.
