In order to severely crack down on illegal crossing of the national border, prevent the import of epidemic diseases from abroad, ensure the safety and health of the border people, maintain order in the Border Area of Heihe, and jointly build a harmonious and beautiful home. The reward report on border control during the epidemic prevention and control period is hereby notified as follows:

1. Policy Provisions

(1) It is strictly forbidden to illegally cross the national (border) border, it is strictly forbidden to organize and transport others to illegally cross the national (border) border, and it is strictly forbidden to assist others to sneak across the national (border) border, and the offender will be investigated for legal responsibility in accordance with law.

(2) It is strictly forbidden to enter the border zone without permission (the national border extends to an area within 2 kilometers from the shore) to engage in logging, sand dredging, quarrying, fishing, hunting, blasting and other production operations, and violators will be investigated for legal responsibility in accordance with law.

(3) It is forbidden to use unmanned aerial vehicles for aerial photography or other flights for remote sensing detection within an area of 25 kilometers on the side of the Heihe River on the border line without permission. If you do need to use it, you can apply at least 15 days in advance.

(4) It is strictly forbidden to deliberately destroy boundary monuments, boundary pillars or permanent survey markers at the national border, and violators will be investigated for legal responsibility in accordance with law.

(5) Where hotel staff or repair and welding industry personnel know that the passengers and customers staying in the hotel are criminal suspects and do not report them to the public security organs; where they provide conditions such as money, food, lodging, and means of transportation for persons who know that they have illegally crossed the national (border) border; and where hotels, inns, bathing, and other accommodating accommodation establishments fail to register the lodging personnel or take in unlicensed persons without authorization, the public security organs will impose heavier punishments in accordance with law.

2. Basis of punishment

(1) According to the relevant provisions of the Law of the People's Republic of China on Public Security Administration Penalties, the staff of the hotel industry shall impose a fine of not more than 500 yuan on the passengers who do not register their names, types and numbers of identity documents in accordance with the regulations. If the staff of the hotel industry knows that the passenger staying is a criminal suspect and does not report it to the public security organs, he shall be detained for not more than 5 days.

(2) In accordance with the relevant provisions of the Law of the People's Republic of China on Public Security Administration Punishments: Whoever provides money, food, lodging, means of transportation, or other conditions for a person who knowingly crosses the national (border) border illegally shall be detained for not less than 5 days but not more than 10 days, and shall also be fined not less than 500 yuan but not more than 2,000 yuan.

(3) In accordance with the relevant provisions of the Criminal Law of the People's Republic of China: Whoever deliberately destroys boundary pillars, boundary pillars or permanent survey markers at the state border shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention.

(4) In accordance with the relevant laws and regulations: Whoever crosses the border to fish shall be fined not more than 5,000 yuan; whoever sneaks across the national (border) border shall be sentenced to fixed-term imprisonment of not more than one year or detention; whoever transports another person to sneak across the national (border) border shall be sentenced to fixed-term imprisonment of not more than five years, or fixed-term imprisonment of not more than ten years if the circumstances are serious; and whoever organizes others to sneak across the national (border) border shall be sentenced to fixed-term imprisonment of not more than seven years, or life imprisonment if the circumstances are serious.

(5) Where false information is provided or defamation of others, legal responsibility is to be pursued in accordance with law.

3. Reward content

(1) Where valuable intelligence leads are obtained or provided to detect criminal cases of obstructing the management of national (border) borders, rewards are to be given on the basis of the clues and the circumstances of the case:

1. Informants provide clues to help find and seize illegal crossing of the national (border) border, organize and transport others to sneak across the national (border) border, fraudulently take out the border documents, provide forged or altered entry and exit documents, and sell entry and exit documents, and general cases are rewarded with 5,000-30,000 yuan. Rewards for major cases are 30,000 yuan to 100,000 yuan, and special major cases are rewarded with 100,000 yuan to 300,000 yuan.

2. Provide clues to help find and destroy boundary monuments and boundary piles, destroy permanent survey markers, and reward 5,000 yuan to 30,000 yuan.

(2) Where informants provide and assist in the arrest of smugglers in key areas or key groups involved in terrorism, a reward of 10,000 yuan per person is awarded; where relevant intelligence leads such as organizations or transporters providing services for the smuggling of personnel from key areas and key groups involved in terrorism are obtained, a reward of 10,000 yuan is awarded upon investigation.

(3) Where informants provide valuable intelligence leads and assist in the detection of other border violations (cases) such as cross-border fishing or collection, a reward of 1,000 yuan is given for each person caught, and a reward of 3,000-5,000 yuan for those whose means of transport are seized.

(4) Where informants provide intelligence leads and discover "three non-african" foreigners, a reward of 1,000 yuan is awarded for each person found; where information leads are obtained or provided to prevent evasion of border inspections, assistance in illegal entry and exit, or other cases (incidents) that disrupt the management order of restricted areas of ports, a reward of 2,000 yuan is awarded.

(5) Where informants provide effective clues about situations such as organizers and participants who have sneaked across national (border) borders, as well as recipients of illegal entry personnel, and assist in the discovery of cases, rewards 500-20,000 yuan will be awarded to informants.
