In December 1978, our party held the Third Plenary Session of the Eleventh Central Committee, which realized a great turning point of far-reaching significance in the history of the party since the founding of New China, and opened a great journey of reform, opening up and socialist modernization.
In November 2013, the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China sounded the clarion call for comprehensively deepening reform, realizing the transformation of reform from partial exploration and ice-breaking breakthrough to system integration and comprehensive deepening, creating a new situation in China's reform and opening up.
Through reform and opening up, China has leapt to become the world's second largest economy. From "catching up with the times" to "leading the times," the Chinese nation has taken decisive steps on the journey of becoming rich and strong.
General Secretary Xi Jinping profoundly pointed out that the great spirit of reform and opening up forged by reform and opening up has greatly enriched the connotation of the national spirit and become the most distinctive spiritual identity of the contemporary Chinese people!

This is the scene in 1978 when farmers in Xiaogang Village, Fengyang County, Anhui Province, signed a "big package" contract to contract land to households. Villagers in Xiaogang Village took the risk and pressed their handprints on the contract book. Some parts of Sichuan, Gansu, Yunnan, Guangdong and other provinces have also relaxed their policies and adopted similar practices. These bold attempts have opened the prelude to rural economic reform.
In 1978, the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China made the historic decision to shift the work center of the Party and the state to economic construction and carry out reform and opening up. With the slogan of "efficiency is life", it is the speed of "building a floor in three days"; the country's first individual industrial and commercial business license, the first professional market, the "Wenzhou model" has become an exciting sample of vitality; from the farmland of Yanmo to the gathering place of global financial institutions, the development and opening up of Pudong has achieved a world-renowned urban landmark... Rules and regulations are broken, and new things are emerging. Reform and opening up have gathered the forces that have changed China.
"It was the party's emancipation of the mind and seeking truth from facts that gave me a second life." Xiaogang Village, Yan Hongchang, who personally drafted the "life and death deed" at that time, recalled this.

Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China, the Party Central Committee has broken through the shackles of ideology and concepts with unprecedented determination and strength, broken through the barriers of solidification of interests, promoted historic changes, systematic reshaping, and overall reconstruction in many fields, and comprehensively deepened reform and achieved historic achievements.
The magnificent course of reform and opening up has also injected emancipating the mind and forging ahead into the spiritual blood of the Chinese communists.
