At present, Jinan is preparing the planning and formulating of annual construction plans for the "14th Five-Year Plan" affordable rental housing, and 205,000 sets (rooms) of affordable rental housing will be raised during the "14th Five-Year Plan" period. According to the preliminary determination of the 2021 and 2022 affordable rental housing construction plans, 46 projects and 36,610 units are planned to be built in 2021, and the 40,000 units planned for construction in 2022 will be started next year. With the continuous increase of affordable rental housing, the housing difficulties of new citizens and young people will gradually ease.

On November 30, the bureau issued the Notice on Matters Related to the Application of Newly Employed College Graduates for the Quancheng Settlement Card, which clarified the scope of application, application conditions, application methods, application procedures, rights and interests protection of the "Spring City Settlement Card".
The "Quancheng Settlement Card" is an "identity certification" for new citizens to obtain housing security in Jinan City, and is also a media carrier of housing security policy, and each card has a number determined sequentially according to the application time. After obtaining the "Quancheng Settlement Card", the cardholder can choose to apply for affordable rental housing or rental housing subsidies.
The application conditions mainly include four aspects: household registration, graduation time and academic qualifications, employment requirements, and housing requirements. The application for the "Quancheng Settlement Card" is not limited to household registration, and anyone who has a household registration in the relevant district of Jinan City's scope of application, or holds a legal and valid Jinan residence permit, can apply. Applicants must have a full-time college degree or above within 5 years of graduation. All kinds of enterprises, private non-enterprise units and social groups registered in the relevant districts of Jinan City have stable employment and pay pension insurance and provident fund normally. For full-time doctors, the nature of the unit can be relaxed to the stationed scientific research institutes, medical institutions and municipal institutions. It should be reminded that the applicant, including the spouse and minor children, must have no self-owned housing in the relevant area of Jinan.
