Notice of arrangements for the resumption of production and work and control measures

The arrangements for the resumption of production and work in the transportation industry and the control measures are hereby notified as follows:

1. Personnel control requirements

People arriving in our city from other places and leaving the city through "two stations and one station" (airport, railway station, bus station) and highway bayonets are required to strictly check the "two codes and one certificate" (itinerary code, health code and ID card) and hold a negative nucleic acid test certificate within 48 hours; if the personnel arriving in our city from other places cannot provide a negative nucleic acid test certificate within 48 hours, they shall adopt a closed-loop management method.

Second, the requirements of various transportation industries

(1) Road transport.

- Passenger transport. From December 1, the rural passenger lines in Aihui District and the inter-county passenger lines in Heihe District that were suspended due to the epidemic will gradually resume operation according to the travel needs of the masses. The resumption of operation of the line adopts the operation mode of controlling the load factor of 50% of the rated number of passengers, "point-to-point direct access", and strictly prohibiting boarding and unloading passengers in the middle. Passenger lines and tourist charter services outside the Heihe area will not resume operations for the time being.

- Freight. From December 1, all freight vehicles (including express delivery vehicles) enter the city, implement the closed-loop management policy of affixing seals, and return to foreign vehicles on the same day. After the freight vehicle in Heihe Urban Area scans the code and passes the temperature measurement and provides a negative nucleic acid test certificate within 48 hours, it can leave Heihe City.

- Private vehicles. From December 1, after scanning the code to measure the temperature and providing a negative nucleic acid test certificate within 48 hours, you can enter and exit the city.

(2) Railway transportation.

From December 1, the opening of Harbin East to Heihe K7031 was resumed, on December 2, the opening of Heihe to Harbin East K7032 was resumed, on December 1, the Heihe river to Harbin K7034 was resumed, and on December 2, it resumed the opening of Harbin to Heihe K7035. The resumption time of the Heihe-Dalian K2209/10 and Heihe-Qiqihar K7030/7029 passenger trains will be determined separately depending on the changes in the epidemic situation in Dalian and Qiqihar.

(3) Air transport.

From December 1, the MU5613/4 route of Shanghai-Harbin-Heihe route operated by China Eastern Airlines was resumed. The Beijing-Harbin-Heihe route CZ6657/8 operated by China Southern Airlines and the Zhuhai-Zhengzhou-Heihe route CZ2361/2 operated by Zhuhai Airlines will not be resumed. Round-trip flights from Harbin to Heihe operated by Chengdu Airlines continue to operate.

(4) Public transportation.

- Buses. The No. 1-9 bus in Heihe District resumed operation from December 1, and the number of departures was controlled within 50%, reducing the frequency of departures. Passengers need to scan the code and wear a mask to ride, and it is strictly forbidden to ride without a seat. The Heihe to Jinhe bus is implemented in accordance with the local epidemic prevention policy. Heihe to Aihui, Sun Wu and Sunke buses are implemented in accordance with the requirements of passenger lines.

- Taxis. Taxis in Heihe District resumed operations from December 1 and implemented a single and double number restriction system to strictly control the flow of vehicles. Taxis at Jinhe Farm and Red Frontier Farm are implemented in accordance with local epidemic prevention policies. Taxis need to set up "isolation compartments" between the front and back rows, and passengers will all scan the code and wear masks to sit in the back seat. It is forbidden to carry passengers in the front row, it is forbidden to carpool and carpool, and once found, it will be punished according to the upper limit of relevant regulations.

Third, freight yards, automobile maintenance enterprises and driving training institutions

From December 1, the freight yard station resumed business after passing the inspection of the competent transportation department. After December 7, the automobile maintenance enterprises resumed business after passing the inspection and filing with the competent department of transportation. Driving training institutions will not resume business for the time being, and the recovery time will be studied separately.

Fourth, the postal express industry

From December 1, it is allowed to transport vehicles from postal courier enterprises in our city to pass in the city, and strictly implement closed-loop management and epidemic prevention measures, and return on the same day with a seal. Postal, JD.com, and SF express delivery companies that meet one of the three conditions of undertaking universal services, own e-commerce platforms, and 24/7 days a year will be given priority to resume operations. After the recovery, priority will be given to ensuring the delivery of urgently needed medicines, epidemic prevention materials and urgently needed daily necessities for the people, and non-contact delivery will be implemented. The recovery time of other express delivery enterprises is arranged by the Municipal Epidemic Prevention and Control Command, the enterprise submits an application for resumption of work and production, and the express delivery enterprise that meets the industry's epidemic prevention and control standards after verification has resumed work and production in an orderly manner.

Traffic control measures will be adjusted accordingly according to the development of the epidemic prevention and control situation, and the policy for the resumption of production and work in the transportation industry will be notified separately if there is any adjustment.
