Section IV Readjusting strategic arrangements and greeting new tasks

After the victory of the War of Resistance Against Japan, Chiang Kai-shek, in order to usurp the fruits of the victory of the War of Resistance, prepared to launch a full-scale civil war. On September 19, the Central Committee of the Communist Party of China made a strategic plan for the current tasks and the development of defenses to the north and south, and decided to move the Central China Bureau north to Shandong, and merge with the Shandong Branch to form the East China Bureau of the CPC Central Committee.

On October 25, the party committees of Central Jiangsu, Northern Jiangsu, and Huaibei Districts were abolished, and the Central China Branch of the CPC Central Committee was established under the leadership of the East China Bureau, which was composed of Deng Zihui, Zhang Dingcheng, Tan Zhenlin, Li Yu, Zeng Shan, Liu Xiao, Chen Pixian, Guan Wenwei, Zhang Aiping, Wu Zhipu, Liu Ruilong, Xiao Wangdong, Fang Yi, Huang Yan, Zhao Huichuan, Zhou Junming, Wu Zhongchao, Zhong Zhiguang, Li Yihao, Li Jianzhen, Zhang Yun, and others, with Deng Zihui as secretary and Tan Zhenlin as deputy secretary.

Secretary of the Central China Branch: Deng Zihui

Since Huainan is closest to Nanjing, in order to strengthen the unified leadership of this area and cope with emergency incidents, the Huainan District Party Committee was retained and placed under the leadership of the Central China Sub-Bureau. At the same time, the Central China Military Region was established, with Zhang Dingcheng as commander, Li Yu and Zhang Aiping as deputy commanders, Deng Zihui as political commissar, Tan Zhenlin as deputy political commissar and director of the political department, Liu Xiansheng as chief of staff, and Zhong Zhiguang as deputy director of the political department.

On November 1, the Suwan Border District Government was established in Qingjiang City, with Li Yinian as the chairman and Liu Ruilong, Ji Fang, Wei Wei and Fang Yi as the vice chairmen. The former four liberated areas of central Jiangsu, northern Jiangsu, Huainan, and Huaibei were reorganized into eight prefectural committees, commissioner's offices, and military sub-districts.

The eastern area of Jinpu Road in Huaibei is the Seventh Prefectural Committee, the Seventh Special Office, and the Seventh Military Subdistrict. In the Seventh Prefectural Committee, Lai Yi was the secretary and Liu Yuzhu was the deputy secretary; the Seventh Special Bureau, Zhang Jiwu, was the commissioner, and Wang Fengwu and Cang Zongshang were the deputy commissioners; the Seventh Military Sub-district, Zhang Zhenqiu was the commander, Lai Yi was the political commissar, Liu Yuzhu was the deputy political commissar, and Zhao Huichuan was the deputy commander. It administers 12 counties, including Sinan, Sisu, Siyang, Suining, Pi Sui, Tongsui, Xiaosu Tong, Si County, Su County, Lingbi, Xufengjia, and Wuhe, with a total of 148 districts, 1,315 townships, and 4,119,672 people.

In November, the Ninth Brigade of the Fourth Division of the New Fourth Army moved north and merged with the Fourth Brigade of the Second Division to form the Second Column of the Shandong Field Army. In December, the 11th Brigade and the 12th Brigade of the 4th Division were organized into the 9th Column of the Central China Field Army in Central China, and the cavalry regiment was concentrated into a cavalry brigade.

So far, the Fourth Division of the New Fourth Army and the CPC Huaibei District Committee, the Huaibei Bureau, and the Huaibei Military Region have successfully fulfilled the glorious historical mission of upholding the Anti-Japanese Base Area in Huaibei.
