Through land circulation, increase the intensity of pasture planting; rely on grassland new herders, grassland and cattle, Fuyuan, Zhengyuan, Weiniu and other enterprises to build high-quality dairy source pasture bases; rely on Mengniu Dairy to improve dairy processing capacity; rely on Mengniu China Dairy Industrial Park Intelligent Manufacturing Zone, actively build dairy production and marketing platform; rely on strategic innovation zones to further improve the quality of product research and development. Strive to build a large-scale dairy and meat industry industry industry that integrates strategic innovation, intelligent manufacturing, and modern intelligent warehousing and logistics.

Create a sheep industry cluster led by Shengjian. With Shengjian Company as the leader, through the breeding households, mutton processing enterprises and Shengjian Company to form a long-term stable relationship between production, supply and marketing, to promote the restructuring of the aquaculture industry. Actively give play to the leading role of leading enterprises in promoting rural revitalization, effectively use the funds connected with poverty alleviation and rural revitalization for the construction of pastures, and after completion, Shengjian Company will reverse rent and achieve value-added and value preservation by collecting rent. Adopt a cooperative model of substitute breeding to increase peasants' incomes. Create a pig industry cluster represented by Chia Tai. With Chia Tai, Xibei and other enterprises as the leader, we actively plan to develop the pig industry chain with the front end as the base, the middle end as the processing, and the end as the market. Relying on the whole industry chain project of Chia Tai's 3 million pigs, the front end of the industry has introduced relevant support policies to further build a large-scale pig breeding base; around pig breeding, further support specialized pig feed production and processing plants. The processing link relies on the Chia Tai Hongye Slaughtering and Processing Factory with an annual slaughtering capacity of 3 million heads to be built and put into use, jia guolong kung fu dishes, and the second super central kitchen project mainly based on pigs and chicken products, to further enhance the grade of "plus". Relying on more than 3,000 directly operated stores of Chia Tai, the sales link will build a modern logistics industry cluster led by the regional logistics center, further broaden the sales channels, and realize the comprehensive development of each link from green planting, feed processing, pig breeding, slaughtering and processing to cold chain logistics and green food franchise chain sales.

Create a grass industry cluster based on Mengcao. Support Mengcao Company to build a "Northern Germplasm Resources Industry Demonstration Zone" in Helin County, do a good job in the research and development and breeding of germplasm resources, steadily promote land circulation, develop concentrated large-scale forage bases such as alfalfa, corn, and oat grass, cultivate high-quality forage grass, accelerate transformation and processing, strengthen nutrient allocation, develop formula grass and nutrient grass, and highlight the construction of high-standard farmland, standardized breeding bases and high-standard greenhouses. Actively introduce grass processing enterprises such as Caodu, accelerate transformation and processing, achieve large-scale production, and simultaneously build grass and livestock trading platforms and grass banks to form benign savings.
