At the United Nations Climate Change Conference (COP26) this week, Gates made the remarks during a discussion with jeremy Hunter, former health secretary and chairman of the UK's Health Special Committee. "The pandemic task force at the [WHO] level, which could cost $1 billion a year, is going to be monitoring and actually implementing what I call a 'germ drill,'" he said. He offers a "hypothetical" scenario in which bioterrorists release smallpox at multiple airports and use this as a potential "germ drill" that could be used to prepare for an attack.

Gates said his proposed "global pandemic task force" must be funded as soon as possible and should be a "priority" because of the COVID-19 pandemic. "Decisions on these grants, including this global pandemic task force, will need to be made next year," he said, adding that both the U.S. and the U.K. need to invest "tens of billions" in research and development first.

Gates noted that the tasks of these research and developments will include lowering vaccine prices, building "big factories," and "eradicating" the common cold and flu.

Since the start of the COVID-19 pandemic, the world's fourth-largest billionaire has found himself embroiled in a bizarre controversy, with many questioning the billionaire's motives for participating in vaccine distribution. Gates himself finally felt the need to respond to some of the crazy remarks of conspiracy theorists. He also made headlines for predicting a global pandemic years before the COVID-19 outbreak.

Gates' new idea of building a multibillion-dollar organization for "germ drills" has left a lot of people scratching their heads. Some criticized Gates himself, while others resented the idea of empowering the government more to prepare for another pandemic.

In discussions with Hunter, Gates also said there needs to be a "new way" to make a vaccine that can better stop the spread of the virus, which could be done through his proposed global study of potential epidemics that cost a lot of money. Gates said, "You know, we don't have a vaccine to stop [the virus] from spreading. We've got vaccines that can help people regain their health, but they've only slightly reduced transmission. We need a new way to develop vaccines. (Editor: hhj)
