一、過去一年和五年工作回顧

過去一年：

全年國内生産總值增長3%

脫貧人口務工規模超過3200萬人

國内生産總值增加到121萬億元，五年年均增長5.2%

China's GDP increased to 121 trillion yuan, registering an annual growth rate of 5.2 percent over the past five years.

糧食産量連年穩定在1.3萬億斤以上

Annual grain output remained steady at over 650 million metric tons for several consecutive years.

城鎮新增就業年均1270多萬人

Average yearly urban jobs growth hit more than 12.7 million.

經過八年持續努力，近1億農村貧困人口實作脫貧

Thanks to eight years of continued efforts, close to 100 million poor rural residents were lifted from poverty.

二、今年發展主要預期目标

國内生産總值增長5%左右

GDP growth of around 5 percent;

城鎮新增就業1200萬人左右

around 12 million new urban jobs;

居民消費價格漲幅3%左右

CPI increase of around 3 percent;

糧食産量保持在1.3萬億斤以上

grain output of over 650 million metric tons.

三、對今年政府工作的建議

财政：積極的财政政策要加力提效。赤字率拟按3%安排

We should enhance the intensity and effectiveness of our proactive fiscal policy. A deficit-to-GDP ratio of 3 percent has been projected for this year.

稅費優惠：對現行減稅降費、退稅緩稅等措施，該延續的延續，該優化的優化

We should extend and further refine policies on tax and fee cuts, tax rebates, and tax deferrals as the situation requires.

政府投資：今年拟安排地方政府專項債券3.8萬億元

It is proposed that 3.8 trillion yuan be allocated for special-purpose bonds for local governments this year.

制造業重點産業鍊：集中優質資源合力推進關鍵核心技術攻關

We should, with a focus on key industrial chains in the manufacturing sector, pool quality resources and make concerted efforts to achieve breakthroughs in core technologies in key fields.

數字經濟：提升常态化監管水準，支援平台經濟發展

We should strive to develop the digital economy, step up regular oversight, and support the development of the platform economy.

民營經濟：依法保護民營企業産權和企業家權益，鼓勵支援民營經濟和民營企業發展壯大

We should encourage and support the private sector and private businesses in growing and expanding and support micro, small, and medium enterprises (MSMEs) and self-employed individuals in business development.

引進外資：推動外資标志性項目落地建設

We should improve services for foreign-funded companies and facilitate the launch of landmark foreign-funded projects.

防範化解重大經濟金融風險：有效防範化解優質頭部房企風險，改善資産負債狀況。防範化解地方政府債務風險，優化債務期限結構

We should ensure effective risk prevention and mitigation in high-quality, leading real estate enterprises, and help them improve debt-to-asset ratios.

To prevent and defuse local government debt risks, we should improve the mix of debt maturities, reduce the burden of interest payments, and prevent a build-up of new debts while working to reduce existing ones.

鄉村振興：發展鄉村特色産業，拓寬農民增收緻富管道

Rural industries with local features should be fostered to create more channels for increasing rural incomes.

綠色轉型：推動重點領域節能降碳，持續打好藍天、碧水、淨土保衛戰

Advance energy conservation and carbon reduction in key areas, and continue working to keep our skies blue, waters clear, and lands clean.

住房：支援剛性和改善性住房需求，解決好新市民、青年人等住房問題

We should improve the housing support system, support people in buying their first homes or improving their housing situation, and help resolve the housing problems of new urban residents and young people.

教育：推進義務教育優質均衡發展和城鄉一體化

We should promote high-quality, balanced development and urban-rural integration of compulsory education.

醫療：推動優質醫療資源擴容下沉和區域均衡布局

We should see that more quality medical resources are channeled toward the community level and more evenly distributed among regions.

社會保障：加強養老服務保障，完善生育支援政策體系

We need to improve elderly care services and refine supporting policies on childbirth.

港澳發展：支援港澳發展經濟、改善民生

We should support Hong Kong and Macao in growing their economies and improving the lives of their people and maintain long-term prosperity and stability in the two regions.

台灣問題：堅定反“獨”促統，推動兩岸關系和平發展，推進祖國和平統一程序

We implemented the Party’s overall policy for the new era on resolving the Taiwan question and resolutely fought against separatism and countered interference. We continued efforts to promote the peaceful development of cross-Strait relations.
