Zhang Jun said that this law has a solid legal foundation. The adoption of this law by the Standing Committee of the National People's Congress is in full conformity with the Chinese Constitution and the Hong Kong Basic Law. National security has always been a matter of central authority, and safeguarding national security has always been national sovereignty. Safeguarding Hong Kong's national security is both a power and a responsibility for the Chinese central government.

Zhang Jun said the law satisfies the urgent needs of the Hong Kong people. As we all know, serious violent crimes have occurred in Hong Kong since June last year, and some people have even flagged foreign flags and clamored for "Hong Kong independence," seriously endangering Hong Kong's prosperity and stability and China's national security. This law will make up for the loopholes in safeguarding national security in Hong Kong, meet the urgent needs of the Hong Kong people to safeguard national security, and have won the resolute support of all walks of life in Hong Kong.

Zhang Jun said that this law will promote hong Kong's long-term development. The law combats a very small number of illegal and criminal acts and activities that endanger national security. The overwhelming majority of Hong Kong citizens who love the country and Hong Kong, abide by discipline and the law, and sincerely support "one country, two systems" have no need to worry at all. This law guarantees the safety of Hong Kong citizens and the rights and freedoms enjoyed in accordance with the law, and helps Hong Kong to develop better in a safe and stable environment.

He said the law will help "one country, two systems" to be stable and far-reaching. "One country" is the prerequisite for practicing "two systems." Without national security, "one country, two systems" will lose the basis for its existence. This law has built an institutional barrier for Hong Kong to prevent and control national security risks, and will certainly make "one country, two systems" more stable and go further.

Zhang Jun pointed out that the core of the Sino-British Joint Statement is china's resumption of the exercise of sovereignty over Hong Kong. After Hong Kong's return to the motherland, the Chinese government's legal basis for governing Hong Kong is the Chinese Constitution and hong Kong's Basic Law, not the Sino-British Joint Declaration.

Zhang Jun stressed: Hong Kong affairs are purely China's internal affairs.
