Npc deputies appealed: Say no to the "problem children's book."

The "Problem Children's Book" procuratorial public interest litigation hearing attracted 340,000 enthusiastic netizens to watch online

"I jumped from the school building, and I floated to the ground like a leaf. However, I did not fall to the ground, but fell into a gorgeous tunnel. A children's book called "Daddy in the Pocket" described the topic of suicide so lightly, and the result was so "beautiful."

"The child's outlook on life has not yet been established, the ability to distinguish between right and wrong is weak, and the distorted three views in children's books may trigger children to imitate, and the consequences are unimaginable!" Wang Donghua, procurator of the Shenzhen Municipal Procuratorate in Guangdong Province, said worriedly.

Although the above-mentioned children's books have been ordered to be removed from the shelves after parents have reflected them, the market is still full of similar "problem children's books", which is a wake-up call for people - how to protect the physical and mental health of the next generation from the poison of bad publications in the name of "children's books"? Recently, some deputies to the People's Congress of Shenzhen Municipality have spoken out on this.

The procuratorial organs filed and reviewed the "problem children's books"

On December 15, 2020, the Shenzhen Municipal Procuratorate held a hearing on the procuratorial public interest litigation of "Problem Children's Books", inviting Shenzhen Municipal People's Congress deputies, people's supervisors, parent representatives, experts and scholars, and responsible persons of relevant units to participate in the discussion of how to solve many chaos in children's books. The hearing was broadcast live through the Sina live broadcast room, attracting 340,000 enthusiastic netizens to watch online.

Wang Donghua introduced that recently some parents and people's congress deputies have successively reported to the procuratorial organs that some regularly published children's literature or comic works have disqualified content, improper three views, and even plot descriptions such as lust, violence and foul language. "Children's books are the spiritual food for minors. There are problems with children's books, which will endanger the healthy growth of minors and harm the social public interest. With the approval of the procuratorate at a higher level, we launched a public interest litigation investigation into the 'Problem Children's Book'. ”

After the Shenzhen Municipal Procuratorate investigated some children's books circulating online and offline, it concluded the "six deadly sins" of "problem children's books":

The content is bloody and the rendering is violent. An animal caricature is eerie and eerie, and there are many violent and bloody scenes of animals being killed.

Depictions of lust are not suitable for children. A book marked "for young children" contains anthropomorphic depictions of animal estrus and mating scenes.

The three views are not correct, and the interest is low. Some children's books are vulgar in intention and not highly interesting, and there are many content that render vulgar values such as "having money, having power, and looking beautiful is success".

Propagating fallacies, going against science. A children's book borrows the protagonist's mouth to call "an older mother gives birth to a fool", and a natural picture book interprets the saying "this winter wheat cover three layers of quilts, next year pillow steamed bun sleep" as "cover the wheat with a quilt, so that it is free from severe cold and frostbite, and the next year is expected to have a good harvest", these statements seriously violate science and common sense.

Children's books are not "children", and the positioning is chaotic. A comic version of a religious book believes that life is nothing, advocates seclusion, and is not suitable for children to read, but it is positioned as a children's book for sale;

False publicity, improper marketing. Many children's books are sold under the titles of "school recommendation", "school reading list", "teacher recommended reading materials" and so on, misleading the majority of students and parents, resulting in some shoddy and low-style books popular in the city.

Liu Hanjun, director of the Sixth Procuratorial Department of the Shenzhen Municipal Procuratorate, said: "We hope that through this case hearing, we can brainstorm, reach a consensus, form a joint force, effectively solve the many chaos in children's books, keep the 'problem children's books' away from children, and return them to a green reading sky!" ”

"Problem children's books" were discovered and strictly investigated and punished

Children's books nourish children's childhood. The procuratorial organs launched a public interest lawsuit against the "problem children's book" and won the unanimous support of the people's congress deputies.

Representative Tian Weiqin, general manager of Shenzhen Xingyin Pharmaceutical Co., Ltd., believes that children's education is the common responsibility of the whole society, and how to solve the problem of bad children's books is particularly important to give children a correct value. Deputy Hu Chunhua, a flight attendant of the Bus Branch of Shenzhen Bus Group, said bluntly: "The child is a blank piece of paper, and he will accept whatever we give him." There must be zero tolerance for these junk children's books, and it is necessary for the procuratorate to file a public interest lawsuit! ”

Many deputies stressed the need to strictly investigate and deal with "problem children's books." Deputy Yu Wen, deputy general manager of Shenzhen Longgang Information Pipeline Co., Ltd., believes that garbage children's books poison the next generation, and it is necessary to crack down on them severely and severely, and set up cards at all levels to put the last hurdle of public interest litigation, "I resolutely support the strict crackdown on such chaos!" Gan Zhaohuan, chairman and director general of the Zhicheng Social Work Service Center of Longgang District, Shenzhen, said: "While Shenzhen has built a dual-district construction and created a benchmark for people's happiness, it is necessary to achieve good education for young children and excellent education for learning. It is necessary to strengthen the supervision of 'problem children's books', find them together, investigate and deal with them together, and achieve zero tolerance. ”

Representative Yang Jialu, creative planning director of Shenzhen Firewolf Corporate Image Design Co., Ltd., also talked about the issue of recommending the classification of children's books. "Good children's books, after the test of time, but for the newly published children's books, how old is it suitable for children to read?" Have some of the recommended bibliographies been reviewed by the Cultural Department, the Education Department or related institutions? In this regard, can the procuratorate carry out administrative inspections? In this way, the chances of shoddy children's books coming to children will be greatly reduced. Representative Hong Xiaohong, head of the Sewage Treatment Operation and Supervision Center of the Shenzhen Municipal Water Bureau, suggested that relevant departments strengthen joint law enforcement, formulate effective mechanisms and preventive measures, and guide children to establish correct three views.

We should pay close attention to source management and advocate the establishment of alliances

The rectification of "problem children's books" requires the common attention, support and participation of the whole society. In this regard, the deputies offered their ideas and suggestions one after another.

Deputy Qiu Weilan, director of the Gaoqiao Community Workstation in Pingdi Street, Longgang District, held that it is necessary to strengthen source management, promptly inspect printing houses, bookstores, publishing houses, and relevant departments where "problem children's books" appear, strengthen online and offline propaganda, and open up multiple channels for reporting; correctly guide teachers and parents to select suitable reading materials for children.

Deputy Han Chunlian, secretary of the branch of the Sanlian Crystal jade cultural association in Longgang District, said: "The formation of children's three views affects the whole life and affects the future society. He advised law enforcement to check the front and not wait until the problem appeared before dealing with it. At the same time, establish a reporting system to reduce the poisoning of minors by bad books.

Mao Yuqin, manager of Longgang District of Shenzhen Branch of Chinese Life Insurance Company, served as the hearing officer. She proposed: "Can the procuratorate take the lead in setting up a public welfare organization composed of multiple departments and experts to define the standard of 'problem children's books' and more efficiently nip the problem in the bud." ”

This suggestion was immediately responded to by Liu Hanjun: "We are also thinking, can we establish a green reading alliance for the protection of children? As legal supervisors, we have a responsibility to make children's reading spaces greener and healthier. ”

The heads of relevant units attending the meeting also spoke one after another, saying that they would actively act in strengthening the training of practitioners, improving relevant working mechanisms and legislation, and assume their due social responsibilities.

Lin Xiong, deputy procurator general of the Shenzhen Municipal Procuratorate, sincerely said: "Carrying out the 'problem children's book' public interest litigation is a specific action of the procuratorial organs to perform their procuratorial functions. With the support of all sectors of society, we will strengthen our confidence and take positive actions to truly keep 'problem children's books' away from children and create a healthy and upward reading environment for children." ”
