On the basis of the previous two forums, the expert lineup of this forum was further enhanced, and the 8 academicians and more than 20 experts invited to participate in the forum carried out 14 keynote speeches and 2 thematic exchanges through keynote speeches, roundtable dialogues, roundtables and other forms, detailed the cutting-edge theories and research results in the fields of green energy and green construction, deeply discussed the path of the urban sub-center to build a national green development demonstration zone, and provided suggestions and suggestions for the sub-center to take the lead in achieving the "double carbon" goal and achieve green and high-quality development.

The forum also invited the heads of domestic and foreign professional institutions and well-known domestic enterprises with a high degree of internationalization to give lectures on specific cases of green development in the fields of energy, construction and finance. During the "13th Five-Year Plan" period, the green development of the sub-center has achieved remarkable results

During the "Thirteenth Five-Year Plan" period, the sub-center increased the construction of ecological civilization, the quality of the ecological environment was significantly improved, the sense of gain of the masses was significantly enhanced, and green development became a broad consensus of the sub-center. At the opening ceremony of the forum, Comrade Zhao Lei, executive deputy secretary of the Party Working Committee of the Beijing Urban Sub-Center, executive deputy director of the Management Committee, and secretary of the Tongzhou District CPC Committee, introduced the positive results achieved in the green development of the urban sub-center during the "13th Five-Year Plan" period from five aspects.

The level of greening of urban construction has been continuously improved. In accordance with the requirements of "one node a year, new changes every year", give full play to the institutional mechanism and policy advantages of the sub-center, quickly and orderly open the urban framework, form a relatively complete spatial planning system, a number of major functional nodes have made phased progress, 11 square kilometers of urban green heart park completed and opened, canal business district, administrative office area and other regional landmark projects to accelerate the implementation. The development of green buildings has achieved initial results, large public buildings have implemented green building standards of more than two stars, more than 2.2 million square meters of prefabricated houses have been started, 380,000 square meters of prefabricated houses have been completed, and the first near-zero energy consumption building in China, the sub-center smart energy service guarantee center, will soon be put into use. Vigorously develop new and renewable energy projects, and promote the intelligent coupling application of solar energy, geothermal energy and conventional energy systems in accordance with the principle of "giving priority to renewable energy and guaranteeing conventional energy systems"。

The ability to guarantee urban operation has been continuously optimized. Closely focusing on the strengthening of leading functions, the development of key areas and the needs of people's lives, in accordance with the most advanced concepts and the best quality, we will promote the urban operation guarantee system to make up for shortcomings, expand capacity, and improve the level, with an average annual investment scale of nearly 100 billion yuan, and the bearing capacity of the city has been significantly enhanced. The eastern extension of Line 7, the southern extension of the Batong Line, and the sub-center line of the suburban railway were officially put into operation, a number of traffic arteries such as the eastern extension of Guangqu Road and Bifu Road were completed and opened to traffic, a number of roads in the district were newly built and renovated, and the density of the urban road network was increased to 3.92 km/km2; the green comprehensive transportation system was continuously improved, with a total of 751 diesel buses eliminated, the proportion of new energy and clean energy vehicles increased to 71%, and all regional taxis were electrified. The municipal infrastructure guarantee capacity has been significantly enhanced, the South-to-North Water Diversion Tongzhou Water Plant has been put into use, the urban water supply safety factor has increased to more than 1.5, the urban sewage treatment rate has reached 99%, the first to basically achieve the "coal-free" goal, the proportion of clean and high-quality energy use has basically reached 100%, and the harmless treatment rate of domestic waste has reached 100%.

The urban ecological environment has been significantly improved. Adhere to the creation of a beautiful ecological environment intertwined with blue and green, fresh and bright, and the integration of water and city as an important starting point for the construction of urban sub-centers, often make unremitting efforts to fight the battle against pollution, continue to expand the green ecological space, and strive to paint a new picture of ecological civilization where water and green blend. With unprecedented efforts to control air and water pollution, the average annual concentration of fine particulate matter (PM2.5) dropped to 37 micrograms per cubic meter in 2020, 60% lower than the end of the "Twelfth Five-Year Plan". The treatment of 53 sections of black and odorous water bodies has been completed, and the water quality of the national assessment section has reached the standard. A total of 250,000 mu of greening construction has been implemented, the forest coverage rate has reached 33%, an increase of 6.06 percentage points compared with the end of the "Twelfth Five-Year Plan", the coverage rate of the 500-meter service radius of park green space has reached 91.2%, and the green life experience of the masses going out to see green and start smelling incense has been continuously enhanced. In the first city sub-center full marathon successfully held in May this year, the "most beautiful track" was widely praised.

Industrial development shows a low-carbon trend. Seize the opportunity of functional relief in the central urban area, from gathering resources for growth to the development of the function, the foundation for industrial development is more solid. The total economic volume has exceeded 100 billion yuan, and the foundation for development has become more solid. Adhere to the two-way force of relief and undertaking, and the cumulative demolition of illegal construction write-offs and the amount of land vacated and retired rank first in the city. Focusing on the leading functions of scientific and technological innovation, administrative office, business services and cultural tourism, a number of high-quality enterprises such as the second and third level enterprises of the Three Gorges Group, Beitou Group and BTG Group have landed, the National Cyber Security Industrial Park and the Beijing Human Resources Service Industrial Park in China have been opened, and the first phase of the Universal Theme Park has officially opened to welcome guests in September. In the city, it took the lead in proposing the positioning of green finance as an international center, accelerated the construction of a green finance ecosystem, settled in the Beijing Green Exchange, approved the establishment of the Sino-US Green Fund and the Beijing Green Finance and Sustainable Development Research Institute, and officially launched the Tongzhou Financial Development and Talent Training Base Project of Tsinghua University. In 2020, the number of state-level high-tech enterprises reached 1,030, an increase of 626 compared with the end of the "Twelfth Five-Year Plan", and the transformation of industrial development to green, innovative and high-end was accelerated. The energy consumption and water consumption of the GDP of 10,000 yuan decreased by 37% and 28% respectively compared with the end of the "Twelfth Five-Year Plan".

The coordinated development of the region is closer. In accordance with the principle of "hierarchical operation, pragmatic and efficient", a coordinating mechanism for integrated development work has been established with the three counties in the north of Langfang to promote the implementation of major tasks as a whole. The urban sub-center and the eastern road network of the three counties in the north are basically stable, the rail transit construction has been fully rolled out, the Tongzhou section and sanhe section of the Pinggu Line have been constructed, the eastern extension of Metro Line 6 and Line 7, the Yanchao Bridge, the Beijing-Qin expressway (Beijing section), the Mizhuo Expressway, the capital area ring line expressway (Tongzhou to Daxing) and a number of high-grade highways have been opened to traffic, and a number of high-grade highways such as Changtong Road, Yaojiayuan Road East Extension and Shixiao Road have been signed, and the regional connection road system has been more perfect. For three consecutive years, it has held a project promotion and negotiation meeting between Beijing and Langfang North Three Counties in Hebei Province, with a total of more than 120 signed projects and an intended investment of about 80 billion yuan. To accelerate green development, the sub-center has new measures

In terms of green energy, we will build a green and efficient energy system, optimize the energy consumption structure, fully implement oil reduction, gas reduction and power increase measures, and strictly control the total consumption of fossil energy。 Relying on the intelligent energy management platform, on the basis of integrating existing conventional electricity, gas, heat (cold) resources and services, optimize the coordinated supply scheme of various energy sources, and comprehensively improve the efficiency of comprehensive energy utilization。 Vigorously develop solar energy, achieve full coverage of photovoltaic applications in new public buildings, promote geothermal utilization on a large scale, and greatly increase the proportion of green electricity applications。

In terms of green buildings, we will promote the implementation of green construction throughout the life cycle, establish and improve the green construction standard system covering the whole process of design, production, construction, acceptance, delivery, etc., vigorously develop prefabricated buildings, expand the proportion of green building materials applications, and orderly carry out energy-saving renovation of buildings. New large-scale public buildings fully implement the three-star green building standard, and the transformation of existing buildings and old residential areas fully meets the two-star and above standards. Carry out ultra-low energy consumption building demonstrations in key areas such as administrative office areas, and build a number of carbon-neutral demonstration projects and demonstration communities in characteristic towns such as Zhangjiawan, Songzhuang, and Taihu.

In terms of scientific and technological innovation, we will vigorously encourage green technology innovation, implement green technology innovation and research and development actions, carry out research and development and pilot application of cutting-edge technologies such as new energy development and utilization, carbon neutral key technologies, and "Internet + low carbon", and build a number of exemplary green technology application scenarios and major projects, so as to continuously add strong impetus to green development.

Strengthen the green concept to lead urban construction. Vigorously promote green buildings and ultra-low energy consumption buildings, implement green building two-star and above standards for new buildings, fully implement three-star green building standards for new public buildings, fully adopt prefabricated buildings for new affordable and policy-oriented housing, carry out ultra-low energy consumption building demonstrations in key areas such as administrative office areas, strive to add 1 million square meters in 2025, and all new buildings that meet the conditions from 2030 are designed and constructed in accordance with ultra-low energy consumption standards. At the same time, the existing buildings in old residential areas and the greening transformation of rural residences will be carried out in an orderly manner. Build efficient green rail transit, and study and promote the application of new energy-saving technologies such as brake energy recovery and intelligent scheduling in the construction process of M101 line and other lines, so as to improve the energy efficiency of rail transit traction. Improve eco-friendly road traffic, build a continuous comfortable and slow travel network along the river, along the green, and along the road, focus on optimizing the bus line network, and concentrate on the coverage rate of the 500-meter radius of bus stations in the centralized construction area to more than 95%. Create a green and intelligent urban operation guarantee system. Accelerate the layout of new infrastructure for green and smart cities, further promote the construction of "double gigabit" cities, and achieve continuous coverage of 5G. Promote green intelligent traffic management, improve MaaS integrated transportation services, promote the electrification of motor vehicles, and build a national new energy vehicle promotion demonstration zone. Construct a water recycling system, accelerate the implementation of the Hedong Resource Recycling Center and the Hebei Comprehensive Resource Utilization Center project, and promote the treatment of small and micro water bodies and the ecological protection and restoration of rivers and lakes. Accelerate the construction of green heating systems, use medium and deep water thermal geothermal heat, shallow geothermal energy, medium and deep underground heat exchange, air energy and urban waste heat resources according to local conditions, and promote the transformation of heating methods from centralized to distributed。 Build a solid waste recycling system, build a comprehensive organic waste treatment center and a renewable resource sorting center, and promote the resource utilization of construction waste, domestic garbage and landscaping waste. Establish a green and low-carbon good living trend, advocate the concept of green travel, promote the creation of green families, green schools, green communities, green shopping malls, etc., and vigorously cultivate a green culture.

Build a fresh and beautiful urban ecology. Efforts should be made to strengthen urban ecological mapping and protection management, promote special census and registration and confirmation of rights for ecological resources, and accelerate the realization of digital dynamic tracking and management of ecological resources. Build a northern water city with a longitudinal water system, accelerate the construction of the Tongzhou Weir series flood diversion system, complete the treatment of backbone rivers such as the North Canal, Chaobai River, and Tonghui River, and realize the connection of the whole water system. Deeply promote the pilot project of sponge city, closely combine the double repair of the old city, the improvement of the environment of the old community and other projects, and carry out the transformation of sponge-type communities and sponge-type homes. Continue to improve the urban green space pattern of "one heart, one ring, two belts and two districts", build a blue-green intertwined forest space, and build the urban green heart forest park into a "zero carbon park". Improve air quality in an all-round way, and strive to basically eliminate heavily polluted weather by the end of the "14th Five-Year Plan". Greater efforts should be made to promote the environmental purification of water bodies, build a comprehensive prevention and control system for water pollution in the whole basin, and make every effort to promote the main water quality indicators of the North Canal (key river sections in important periods) to meet the Class IV standard.

Build a green and efficient energy system. Fully implement oil reduction, gas reduction, and power increase measures, optimize the structure of energy utilization, and strictly control the total consumption of fossil energy。 Comprehensively improve energy utilization efficiency, rely on the smart energy management platform, optimize a variety of energy collaborative supply solutions。 Vigorously develop solar energy and accelerate the full coverage of photovoltaic applications in new public buildings。 Fully tap the potential of existing resources in urban sub-centers, and promote the utilization of geothermal and waste heat on a large scale。 Improve the policy on the use of external green electricity, rationalize the transmission, distribution, consumption and accounting mechanisms for the external adjustment of green electricity in urban sub-centers, and actively expand the application of green electricity。

Build an industrial system for green and low-carbon circular development. Accelerate the cultivation of new momentum for green development, take the total amount of carbon emissions and the intensity of the "double control" indicator as the constraint on industrial landing, strengthen the construction of green innovative technology application scenarios, and build a number of green and low-carbon demonstration projects in characteristic towns such as Zhangjiawan, Songzhuang, and Taihu. Accelerate the transformation and upgrading of traditional industries in Zhongguancun Tongzhou Park and other areas, strengthen the application of advanced green energy-saving and environmental protection technologies in emerging industrial agglomeration areas such as the Taima Science and Technology Plate and Xiji Net Security Park, comprehensively implement cleaner production, and promote the transformation of existing industries into greenery and carbon reduction. Relying on the canal business district, introduce and cultivate green financial institutions, establish voluntary emission reduction trading centers, promote the establishment of national green exchanges, and create the main front and demonstration sample of the green financial reform and innovation pilot zone.

Promote the green integrated development with the three counties in the north of Langfang. Accelerate the integration of regional transportation, a number of rail lines such as Line 22 (Pinggu Line) and Beijing-Tangshan Intercity will be put into operation as soon as possible, focusing on promoting the construction of a number of cross-border roads such as factory roads, promoting the optimization and setting of checkpoints, and striving to create an efficient, convenient, green and intelligent comprehensive transportation system. Deeply promote the protection of the ecological environment, establish and improve the regional atmospheric environment monitoring and early warning and joint supervision mechanism, coordinate the construction of Chaobai River National Forest Park, jointly build an ecological oasis, and let the people of the two places share a beautiful ecological environment. Implement the positioning of industrial functions, hold project promotion and negotiation meetings, extend the layout of the industrial chain supply chain, and create a cross-regional industrial coordinated development demonstration zone. Strengthen technical exchanges and cooperation in smart cities, green cities, sponge cities, and resilient cities, and explore new models of regional cooperation and sharing for green development.

From the aspects of green building, green life, resource reuse, and green energy, the green heart theme exhibition introduced in detail the initiatives and concepts of urban green heart to build a near-zero carbon emission city group. Through the six columns of low-carbon city, low-carbon block, near-zero energy consumption, green energy saving, low-carbon construction, and exploration experiment, the green technology theme exhibition systematically sorted out the technical paths and engineering cases in the construction field in the process of practicing green, low-carbon and high-quality development, and placed a photovoltaic tree specially designed and produced for this exhibition in the center of the exhibition area, so that the audience could understand the latest technological achievements in the field of green buildings in the interactive experience. After the closing of the forum, the relevant content will continue to be publicly exhibited in the urban green heart, providing a window for all sectors of society to fully understand the achievements of the construction of the urban sub-center, and further highlighting the good image of the urban sub-center and the clear attitude of unswervingly taking the road of green development.

Creation of a new platform. In order to further promote the construction of the National Green Development Demonstration Zone, with the support of the Management Committee of the Party Working Committee of the Sub-Center, Beitou Group, as a platform enterprise of the Sub-Center, joined hands with the Environmental Planning Institute of the Ministry of Ecology and Environment, the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment, the School of environment of Tsinghua University, the School of Environment of Chinese University, the School of Economics and Management of the University of Hong Kong, the Beijing Energy Conservation and Environmental Protection Center, the Bank of Beijing, and the Beijing Jianyuan Institute to initiate the establishment of the Beijing Urban Sub-Center Green Development Research Institute. At the opening ceremony of the forum on the morning of the 19th, Comrade Sui Zhenjiang and Comrade Li Changli, chairman of beitou Group, the leading sponsor of the Green Development Research Institute, jointly inaugurated the Green Development Research Institute of Beijing City Sub-Center, and the heads of the other 8 initiating units jointly took the stage to witness this moment. It is understood that the institute, as a private non-enterprise institution, will use the expert resources of the green development advisory committee of the sub-center, and invite more experts and scholars to join in a targeted manner, and play an active role in promoting the technological progress and achievements of the green and low-carbon industry, exploring development paths and experiences for the city sub-center to achieve the "double carbon" goal, and creating a leading "sub-center green development model and standard" in China. At the same time, on the basis of the previous two sessions, the forum also invited a group of experts and scholars to become members of the green development advisory committee of the new batch of urban sub-centers, including 6 academicians such as Qian Qihu, Qiu Baoxing, Du Xianghuan, Wei Fusheng, Jiang Yi, Tang Guangfu, and 13 experts and scholars in the fields of green building, green energy and green finance, as well as Liu Wei, Li Junfeng, Qin Haiyan, Wu Jinmei, Ye Yiqian, Ma Jun, Li Ting, etc., further expanding the scale of the advisory committee and enriching the academic structure of the advisory committee.

Promote coordinated development. The forum held a roundtable on green coordinated development, and invited relevant leaders of the Beijing-Tianjin-Hebei Collaborative Office, Hebei Xiong'an New Area, Langfang City and Beisan County to attend the forum to listen to the opinions and suggestions of experts and scholars on green coordinated development, and actively explore a new model of regional cooperation and sharing for green development.
