According to the official resume, He Jun, born in March 1964, is a native of Liyang, Jiangsu Province, joined the Party in December 1996, and joined the work in September 1987, with a full-time graduate degree and a master of science degree.

After graduating from the Center for Eco-Environmental Research of the Chinese Academy of Sciences with a master's degree in ecology in July 1993, He Jun went to beijing pharmaceutical energy conservation monitoring center to work. Since June 1994, He Jun has been working in the environmental protection system for a long time, and has worked in the Former Department of Nature Conservation of the State Environmental Protection Administration, the Department of Natural Ecology Protection, the Department of Natural Ecology protection of the former Ministry of Environmental Protection, and the Department of Planning and Finance.

In September 2017, He Jun was appointed as the former vice president of the Environmental Planning Institute of the Ministry of Environmental Protection. In the reform of the party and state institutions in March 2018, the Ministry of Ecology and Environment was established, and He Junhou took up the post of vice president of the Environmental Planning Institute of the Ministry of Ecology and Environment in January 2019.
