"Tan Qiwei fell because since the second half of 2013, there have been continuous reporting materials directly submitted to the Central Commission for Discipline Inspection." On May 8, a key person close to the Central Commission for Discipline Inspection revealed to a reporter from China Business Daily: "The Central Commission for Discipline Inspection conducted a secret investigation after receiving the report and suddenly exercised control over Tan Qiwei. ”

On May 3, the website of the Central Commission for Discipline Inspection announced that Tan Qiwei, deputy director of the Standing Committee of the Chongqing Municipal People's Congress, was suspected of serious violations of discipline and the law and was currently under investigation by the organization. The reporter learned that Tan Qiwei, who worked step by step from the grass-roots level, is an old man and has a good reputation in the official field. Chongqing official officials told reporters that there is a saying in the officialdom that "to be a man, we must learn from Tan Qiwei."

However, why did this "role model" in the official field suddenly fall?

Indecent video aftermath

After the Central Commission for Discipline Inspection took Tan Qiwei away, Chongqing Municipality held a briefing on the Standing Committee on May 3. The relevant contents of the Standing Committee have not been announced to the outside world. At the time of the briefing in Chongqing, the website of the Supervision Department of the Central Commission for Discipline Inspection officially released the authoritative information on Tan Qiwei's investigation at 11:40 on May 3.

At present, neither the Central Commission for Discipline Inspection nor the relevant departments of Chongqing Municipality have provided the outside world with details of Tan Qiwei's suspected serious violations of discipline.

Judging from his resume, Tan Qiwei stepped down as vice mayor of Chongqing during the critical period of the indecent video case in January 2013 and became vice chairman of the Standing Committee of the Chongqing Municipal People's Congress.

Tan Qiwei is a native of Shizhu, Chongqing, and served for more than 20 years in Shizhu and Qianjiang Districts (qianjiang districts before Chongqing was directly under the administration of Chongqing in 1997). In 1997, during the period of Chongqing's direct administration, Tan Qiwei was transferred to Chongqing Nan'an District as the district governor and secretary of the district party committee. In 2006, Tan Qiwei became the vice mayor of Chongqing.

In the indecent video case, the former county magistrate of Shizhu County, Ai Dong, and Tan Qiwei also intersected closely. From 1991 to 1997, Tan Qiwei served as the deputy commissioner of Qianjiang District. From 1994 to 1996, Ai Dong served as the secretary of the office of the Qianjiang District Administration. In 2011, Ai Dong was transferred to Shi Zhu and successively served as deputy secretary and county magistrate. Shizhu was the starting place of Tan Qiwei, who served as a cadre in Shizhu for 16 years and became the county magistrate of Shizhu County.

Tan Qiwei was also in charge of tourism during his tenure as vice mayor, while Beibei District, which was ruled by Lei Zhengfu, was relatively rich in tourism resources.

In addition, Xia Zeliang, former secretary of the Nan'an District Party Committee, is also one of the protagonists of the indecent video case. Xia Zeliang began serving as the secretary of the South Bank District Party Committee in 2009.

Officialdom

Some people who knew him well also regretted the official's downfall. For Tan's ability, Chongqing's economic circles are also quite appreciative. A person who did not want to be named said that Tan Qiwei was able to go from the remote Qianjiang area to the position of deputy minister, which was not easy, and it was really done.

It is undeniable that Tan Qiwei did several things during his tenure as the leader of the South Bank District that laid the foundation for his career.

Since 1998, Tan Qiwei, who has only been the mayor of Nan'an District for one year, has begun to carry out the riverside treatment of Nanbin Road, road planning and construction of special food buildings. Tan Qiwei hopes that Nanbin Road can become the first Binjiang Road in the Yangtze River.

At that time, the South Bank District built a row of low buildings in the 18-kilometer-long and 100-200-meter-wide riverside panhandle and began to operate catering and entertainment. Subsequently, the South Bank District spent a huge amount of money to plant tens of thousands of trees and shrubs on the South Coast Road, thus forming a green landscape corridor.

Experts from the Chongqing Academy of Social Sciences, who participated in the construction of Nanbin Road at that time, said that Nanbin Road had the ambition to build the Bund of Chongqing. After investing heavily in construction, Nanbin Road has also won many honors for Chongqing and has become a must-visit place for many tourists.

In November 2002, Nanbin Road was named "Chongqing Garden City Street". In 2005, Nanbin Road was awarded the "Best Human Settlement Environment Model Award" by the Ministry of Construction.

At the same time as building Nanbin Road, Tan Qiwei also set his sights on solving the traffic jam in the South Bank District.

At that time, on the south bank side of the Yangtze River Bridge, there was a large mountain bag, and it was necessary to pass through the tunnel under the mountain bag to enter the south bank urban area.

In 2002, a research group composed of the Chongqing Municipal Academy of Social Sciences put forward a report on "removing the tunnel from the south bridgehead of the Yangtze River Bridge into the south bank". The relevant research group members proposed that removing the south bridge head is conducive to solving the traffic interface problem, and is conducive to the connection of the South Coast Business Circle, South Bin Road and The Convention and Exhibition Center, which is in line with the image requirements of the metropolis.

After this plan was proposed, it attracted unprecedented attention from chongqing citizens, and the voices of doubt continued to rise. However, in the end, after some relatively open media and public discussion, the South Bank District finally implemented the plan to relocate the South Bridgehead.

An expert who worked on the programme more than a decade ago said that at least I think it is positive for the development of the South Coast.

In the later stages of serving as the main leader of the South Bank District, Tan Qiwei began to plan the relocation of the administrative center of the South Bank District. In 2005, the South Bank District announced that it would move its administrative center to the Tea Garden. According to the planning of Chongqing Municipality, the Tea Garden New Area will become the sub-center of Chongqing City, with a planned residential population of 500,000.

The relocation also caused great controversy among civil servants in the South Bank District. Due to the extreme inconvenience of transportation in the tea garden at that time, there was constant opposition from up and down. However, for the South Bank District, it is conducive to the transfer of land by building a new tea garden area and relocating the administrative center.

According to the South Bank District at that time, it was planned to relocate the administrative center to the Tea Garden New Area in 2008. However, the relocation was not implemented until 2013.

According to information released by Chongqing Municipality, a total of 21 officials and leaders of state-owned enterprises involved in indecent video cases have been dealt with so far. In addition to Lei Zhengfu, Luo Guang, Fan Mingwen and a dozen other people who have announced their names, several people have not been publicly exposed.

A spokesman for the Chongqing Municipal Government disclosed that in November 2012, after the disclosure of relevant information on the Internet, the Municipal Party Committee attached great importance to it and required the case-handling organs not to be reckless, and whoever was involved should be investigated to the end and never tolerated. In January 2013, 10 party and government cadres, including Han Shuming, who was involved in the "indecent video" incident, and heads of state-owned enterprises were dismissed.

It is understood that Han Shuming, the former mayor of Changshou District, was sentenced to 14 years in prison, and Lei Zhengfu, former secretary of the Beibei District Party Committee, was sentenced to 13 years in prison. Xia Zeliang, who was controlled by the relevant authorities in 2012, has not disclosed further information. The relevant departments of Chongqing Municipality also revealed that in addition to Han Shuming, Lei Zhengfu, and Xia Zeliang, 18 party members and cadres were given warnings, serious warnings, and other disciplinary punishments within the party for seriously violating socialist ethics.

In this official shock, several brothers surnamed Yan from Yuechi, Guang'an, Sichuan, became the inducement. Xiao Ye' original name was Yan Su, and he and his brother Yan Peng and others single-handedly directed indecent video cases.

The reporter learned that Xiao Ye made his fortune in Guang'an and was once punished by the public security organs for fraud. Subsequently, Xiao Ye chose to develop in Chongqing after constantly getting involved in debt disputes. In the process of chongqing development, Xiao Ye registered Hong Kong Italia Apparel Co., Ltd. (Hong Kong Company Registration Number 783712) and Hong Kong Wallenda Group Co., Ltd. (Hong Kong Company Registration Number 954456 in Hong Kong).

Among them, Hong Kong Italia Garment Co., Ltd., which was established in March 2002, is headed by Xiao Ye and Qiu Zhigang, with a registered capital of HK$10,000, and Xiao Ye and Qiu Zhigang account for HK$8,000 and HK$2,000 respectively.

Hong Kong Wallenda Group Co., Ltd. was established in 2005, the company's directors are Xiao Ye, Yin Gang and Wang Jianjun, and the company's registered capital is HK$1 million. But the company's actual funds in place were not disclosed.

In addition, the two companies were dissolved in 2007 and 2009, respectively. Since then, Xiao Ye has also operated the Yonghuang Group and the Yonghuang International Entertainment Club to gradually set up scams on officials at or above the chongqing municipal level.

Even so far, the above-mentioned people in the political and legal system still have doubts about the hidden forces behind Xiao Ye. A relevant person said: "To defraud these officials is not something that a few farmers can do." In fact, four of the officials on the list of frauds that have been disclosed have served as deputy secretaries-general of the Chongqing municipal government, and many of the officials involved have extremely strong backgrounds behind them. However, Xiao Ye firmly grasped the initiative in the game with these people.

In November 2009, due to the greed of Xiao Ye and others, officials who had been defrauded finally chose to confess to the main leaders of Chongqing Municipality. Subsequently, Wang Lijun, then director of the Chongqing Municipal Public Security Bureau, investigated the case and arrested Xiao Ye and others.

However, in the end, Wang Lijun and others suppressed the case, and the relevant officials were not punished, and even some officials were promoted. It is not known why Bo Wang, who was once regarded as a fierce means of cracking down on criminal syndicates and eliminating evil and controlling corrupt officials, chose to shelve this matter.

However, after this, Tan Qiwei was quite embarrassed when facing Wang Lijun. A person who did not want to be named told reporters, "At a meeting, when Tan Qiwei once mentioned that the impact of the crackdown on black markets on tourism was relatively large, Wang Lijun was furious after hearing about it, pointing at Tan Qiwei's nose and scolding: 'Believe it or not, I will arrest you now!'" ’”

In addition to the rapid development momentum of the South Bank District, Tan Qiwei also focused on building a good personal relationship, and the official reputation was very good. In the end, Tan Qiwei, who was from an ethnic minority, was promoted.

In 2006, Tan Qiwei was elected vice mayor of Chongqing, in charge of tourism, Three Gorges immigration and other fields. Whether corruption is involved in these areas is not yet known. However, during his travel, he put forward a grand plan to build the world's hot spring capital.

In 2011, Tan Qiwei, then vice mayor, proposed, "Chongqing has first-class hot spring tourism products, rich hot spring tourism resources, a huge hot spring tourism market, and a world-class shocking foundation of 'China's hot spring capital', Chongqing hot springs will certainly be able to become 'the world hot spring capital'." However, in the process of building the hot spring capital, the North Hot Spring Park built by Mr. Lu Zuofu in 1927 was leased to the Bai lian group under the leadership of Tan Qiwei, which caused a series of contradictions between the north hot spring temple, the citizens and the Bai Lian group. Over the years, criticism of the investment has continued to appear in forums and media reports.
