Xu Shantao (1899-1946), a native of Weitang, Jiashan. He is a member of the Communist Party of China and is good at traditional Chinese medicine and surgery
In the thirteenth year of the Republic of China (1924), he joined the reorganized Chinese Nationalist Party. In the sixteenth year of the Republic of China (1927), yuan Shizhao formed the Kuomintang Jiashan Provisional County Party Department with Yuan Shizhao, working in the county party department to welcome the Northern Expeditionary Army. In the seventeenth year of the Republic of China (1928), he was introduced by Yuan Shizhao to join the Communist Party of China.
In the eighteenth year of the Republic of China (1929), he established the Jiashan Branch of the Communist Party of China in Weitang and served as the secretary. He actively developed the Jiashan branch and successfully rescued the underground party leader Weng Mingzhe and others. In February of the 17th year of the Republic of China (1928), the Xinjie Rebellion led by the Jinshan County Committee of the Communist Party of China failed, and the Jinshan and Punan areas fell into white terror, making it difficult for party organizations to carry out activities.
Weng Mingzhe, secretary of the Jinshan County CPC Committee who had taken refuge in Shanghai, proposed to transfer from Jiashan to Pinghu, recruit party members, establish organizations, and then open up a circuitous route back to Punan, restore the Jinshan County CPC Committee, and report the plan to the CPC Songpu Special Committee and Chen Yun, which was agreed.

According to Weng Mingzhe's recollection: "In the spring of March and April 1929, Xu Shantao, a lime bridge (supposed to be a Sunway Bridge) outside the East Gate of Jiashan who was introduced to the party by Yuan Shizhao, went to Jiashan together. Xu Shantao introduced Cao Jinghe, a primary school teacher, and approved him to join the party, and Xu and Cao developed Shen Shouyi, a primary school teacher at Dayun Temple, and Yang Dashi, a peasant, to join the party. Shen Shouyi and Xu Shantao developed Gu Minglian of Zhong Dai..."

After Xu Shantao and others developed these four party members, they established the Jiashan branch of the CPC in Weitang, with Xu Shantao as secretary, and Cao Jinghe, Shen Shouyi, Yang Dashi (also known as Yang Dazhi), and Gu Minglian as members of the branch.
After the establishment of the branch, the main task was to recruit party members in the direction of Pinghu Xindai and Xinchang. Shantao worked in the Party Department of Jiashan County as a leftist of the Kuomintang, and actively carried out the development of communist party branches, carried out propaganda activities among workers, and cooperated with Yuan Shizhao and others to carry out peasant movements in Yaozhuang, Lize and other places.

Later, Weng Mingzhe and Gu Guilong were active in Shengze and were detained by the local marine police. After Xu Shantao learned of this, he and Shen Shouyi of the Jiashan branch raised funds to go to Shengze to rescue Weng Mingzhe and others from danger.
After the nineteenth year of the Republic of China (1930), because Weng Mingzhe left Jinshan, the work of the Jinshan County Committee of the Communist Party of China came to a standstill, and the Jiashan branch lost contact with the higher-level organization. Under these circumstances, the Jiashan branch of the CPC continued to carry out revolutionary activities in the Jiashan and Jinshan areas.
In March of the 20th year of the Republic of China (1931), Shen Shouyi, a member of the Communist Party of China, was arrested in Songjiang, and Shantao successfully rescued Shen Shouyi through progressives in the songjiang county party department.
