Our party's policy has always been meticulous, and it has always been prudent to use the death penalty, and it must be repeatedly verified when it is caught; according to the law, the death penalty will only be used after the crime is committed in a heinous crime.
Born in 1877, Luo Keshao was the son of a wealthy family in Chaling, Hunan Province, and was a fellow villager with Chairman Mao.
Feudal gentry
In his youth, Roxaw lived the life of a clumsy child, relying on the rich assets of the family, and could live a life of spending lavishly without the need for labor, and because of that unjust era, a rich man like him could stand on the basis of his past wealth and exploit other peasants, and would not squander the wealth of the family because of one person's lack of business.
It is precisely because Roxaw has had servants and nurses in the family to take care of food, clothing, shelter and transportation since he was a child, and has been living a life of wearing clothes to stretch out his hands and eating to open his mouth, so that Roxaw has had an unrealistic sense of superiority since he was a child, although his own ability is mediocre, he will only talk emptyly and lack practice, but because of the conditions at home, he is still mixed in the local area.
According to the records, Roxau often wore a horse coat and smoked a pipe, and went around all day to have fun and parade around, as if he had never done anything serious, but the people in the same country would often avoid him, and even fear him, because most of the time there would be no good things when they met him.

Roxau defected to the reactionaries and became an instrument of reactionary rule
Evil people like Roxau should have been dealt with by the government, but in that era, most governments put the protection of the interests of rich families like Roxau before protecting the common people, and turned a blind eye to some local land snake forces, not to mention that a small snake in a township like Roxau had no time to take care of it.
From the Qing government to the Republic of China established in chaos, from the Chinese Empire after Yuan Shikai's restoration, to the Beiyang warlords after the end of the farce, successive governments have been either busy with changes in the general situation at home and abroad, have no time to take care of the local people's livelihood order, or simply have no psychological government. Under such circumstances, there are many rich children like Roxau who do not do personnel work in various parts of the country.
Qing Dynasty currency
Until Dr. Sun Yat-sen organized forces in Guangzhou, swore an oath to teach the Northern Expedition, adopted the policy of the United Russia and the Communist Party, reached the first Kuomintang-Communist cooperation, and began to clean up the land snake forces from the Lingnan region, protect the interests of workers and peasants, and create a fair and just living environment for the broad masses of the people.

In 1926, the call reached Hunan, and peasants from all over Hunan united to establish peasant associations, which soon spread like a spark throughout Hunan, and more and more peasants responded to the call and began to join the peasant associations to jointly oppose the behavior of local landlords and gentry as rich and unkind.
Development of rural commerce
With the establishment of peasant associations in Chaling and surrounding areas of Hunan Province, the peasant movement was in full swing, and the landlords and rich merchants who had previously acted recklessly and exploited the people at the bottom began to tremble, and their previous lawless behaviors would surely have the ultimate revenge waiting for them.
Among them, of course, some of the most panicked people are Roxhao, who knows that because of his previous misdeeds, he is now a vicious image in the township, and he may be shouted at and beaten by everyone at any time. The once angry peasants organized to drag Roxau from his home to the square outside, and counted in front of the villagers the crimes he had committed and the consequences of the township.
After this incident, Roxau felt that his face had been stomped on the ground, so he hated the people who had taken him out and counted his crimes and onlookers. Roxau was supposed to be executed at the time, but the villagers in the township decided to give Roxau another chance, so they merely pointed out his mistakes and crimes, and did not take his life or confiscate his family property.

But Roxaw did not appreciate this, and his heart was not half grateful, but all hatred, and henceforth hated the peasants themselves and a series of affairs concerning the peasants, such as the peasant associations and the peasant movement.
After that, Roxau lived a low-key life, but he did not change his ways, but he had been waiting for the opportunity, always buried the resentment in his heart, and waited for the opportunity to mature and vent together.
In 1927, the "Ma-Ri Incident" occurred in Hunan, when Xu Kexiang, an officer who had been reorganized from the warlords directly under his direct lineage, suddenly launched a rebellion in Changsha, betraying the Nationalist government, and even more betraying our party; in Changsha, Hunan Province, he suddenly turned his gun and launched an attack on the Hunan Provincial Kuomintang Party Branch, the Hunan Provincial Federation of Trade Unions, the Hunan Provincial General Peasants' Association, and other organs, disbanding the workers' spontaneous formation of the armed forces, and hunting down and killing communists.
This was a conspiracy by Xu Kexiang and others to take advantage of the chaotic situation to become emperor in Hunan, and at that time, the strength of our Party was not yet mature, and it had not yet established its own people's army, so it lacked the strength to handle this incident independently, and the revolutionary strength of our Party in Hunan was dealt a heavy blow.
The series of incidents in Changsha against workers' associations and peasant associations had shocked the entire system of trade unions and peasant associations in Hunan Province, and When Roxhao saw this, he realized that the opportunity was ripe, so he scattered his family wealth, gathered a group of local hooligans as soldiers, and then called his own wine and meat friends as officials, and set up a small armed group composed of rabble-rousers, and in order to obtain weapons, they also looted the arsenal.
Since then, this small-scale armed force has been running amok in Chaling and the surrounding areas, suppressing the normal activities of peasant associations and workers' associations, and many ordinary people have been bullied for a time.
Because of his previous experience of being dragged out of his home by the peasants and committing several sins, Roxho especially hated the peasant associations, the peasant movement, etc., and even hated the slogan of equal land rights, so he began to hunt down and kill the peasants who had participated in the peasant associations and had contacts with our party in the local area.
Moreover, with the rupture of the first Kuomintang-Communist cooperation, the Kuomintang reactionaries went so far as to take a laissez-faire attitude toward Luo Keshao's behavior to a certain extent; in addition, Luo Keshao had always been at odds with our party, and the Kuomintang reactionaries actually took a fancy to Luo Keshao and made him the chief leader of the regimental training and defense teams in Chaling, Ninggang, and other counties. Since then, Luo Keshao has become the spokesman for the reactionary rule of the Kuomintang, active in the border areas of Xianggan and Gansu, and is the chief leader of the local reactionary forces, and the reactionary government even helped him build a small arsenal with 28 workers and hundreds of guns.
Roxau's crimes do not end here, and there is one last crime that is even more serious than all the previous crimes combined, that is, to obstruct the revolutionary cause of our Party at a critical period and to almost extinguish the seeds of the Chinese revolution.
Open up the Jinggangshan revolutionary base area
After the establishment of Luo Keshao's armed forces, they ran amok in the Xianggan Border Region for several months without being obstructed. At the same time, after the defeat of the Great Revolution, the Kuomintang reactionaries began to vigorously attack the Communists, Chairman Mao stood up and called for the establishment of armed forces and armed struggle, so he launched the Autumn Harvest Uprising, and after the attack on Changsha City was frustrated, he turned to control some small counties and small villages, including Chaling County, Luo Keshao saw that he was about to be engulfed by the anger of the peasant struggle, so he hurriedly asked the reactionary government for help, attracting enemies whose weapons and numbers were far superior to our army, and finally our army was forced to withdraw from Chaling County. Instead, revolutionary base areas were established in rural areas.
After our army was forced to withdraw from the county seat, Roxaw still felt that it was not over, and he had been gathering forces to assassinate our army; Roxau had learned that there were workers' and peasants' representatives gathering for a meeting in the Yaoshui area, and without saying a word, he led the rabble-rousers to kill and brutally killed 18 cadres of our party.
The struggle on Jinggang Mountain under the leadership of Chairman Mao
Since then, Roxau has continued to organize assassinations against our Party cadres and Party members, large and small assassinations that have led to the arrest of many members of our Party, and even organized centralized killings, killing 19 cadres of the Soviet Government at one time.
In addition, Roxau also asked the reactionary government for help and attracted reinforcements to attack the Jinggangshan revolutionary base area, and Chairman Mao once said that Roxau in the west was a major scourge on our Jinggangshan and must be eradicated.
Under the difficult situation, the military and the people in the base areas have always united in struggle, but there is a regimental commander named Chen Hao, who did not give advice to the revolution during the difficult period, but instead planned his own future.
After discussing with several closely related people, they felt that it was the most promising way to turn to the warlord Fang Dingying at this time, so they plotted to pass on false orders, taking advantage of the fact that the soldiers of the troops did not know to bring the troops to fang Dingying's department in the Shonan region, and then cook raw rice and cook rice, so that the soldiers had to follow him to surrender.
The number of this unit is very large, and it is a very precious strength for our Party, which has just founded the Jinggangshan base area, and if we lose so many troops at once, our Party may lose the necessary strength to resist the enemy at any time, causing the flame of the Chinese revolution to slowly extinguish.
Workers' and Peasants' Red Army
Fortunately, the committee member Wan Xixian happened to find a letter of contact between Chen Hao and Fang Dingying in the letters transported by the postman, so he informed Chairman Mao of the matter, and Chairman Mao believed that this revolutionary armed force was very important to our party at that time, and the soldiers did not know it and would not support Chen Hao's behavior, so they decided to immediately lead the team to the garrison of this unit to expose Chen Hao's plot.
In order to reach the garrison of this unit as soon as possible, Chairman Mao chose the nearest road, but he had to pass through the village of Jiangkou, where Roxau was entrenched, and Roxaw certainly would not easily let our army pass, but the time was pressing, and chairman Mao still led the team to embark on the road.
Sure enough, when Chairman Mao led the team through Jiangkou Village, Luo Keshao immediately led people to block it, and the two teams broke out into a fierce gun battle, and it was difficult to distinguish between victory and defeat for a while, chairman Mao knew that time could not be delayed, so he sent a part of the troops to fight with Luo Keshao here, and he led another part of the team to take advantage of the night to take a bamboo row along the river to sneak past.
At this time, it was a very risky decision, because the troops did not have the ability to fight back when crossing the river in bamboo rows, and once they were discovered, they would become live targets, but this risky plan was finally successful, the enemy did not find out, and Chairman Mao led the team to the garrison of Chen Hao's unit.

Chairman Mao led the team to successfully catch up with the front team, stopped the troops and then confronted Chen Hao, Chen Hao was momentarily panicked, Chairman Mao announced the truth of the facts to the soldiers, and then returned to the Hukou garrison with the troops, and arrested and tried all Chen Hao and other people who conspired to betray them.
After all the events were over, Chairman Mao deeply felt that if Roxau was not removed, something even worse would have happened, but because the situation was urgent and the reactionary forces were strong, our Party did not spare its hands to clean up Roxaw and his hooligans.
Judgment comes
With the founding of New China and the final victory of our Party, Luo Keshao saw that the situation was becoming more and more unfavorable to him, so he dispersed the ranks and began to live in anonymity, gradually losing track.
After the founding of New China, Luo Keshao hid in the closed countryside, handed over all his property to the government, pretended to be an honest person, and because he was a person who had studied in the village, he was mixed with the position of principal of a primary school.
In 1950, Chairman Mao asked the Hunan Provincial People's Government to investigate the whereabouts of Chaling Luo Keshao, and the staff attached great importance to it, and after some efforts, they found that Luo Keshao was in Jiangkou Village, and he also became the principal of the primary school, and resolutely moved to arrest him.
