Shen Baozhen was a major minister in the late Qing Dynasty, the son-in-law of the national hero Lin Zexu, a feudal official, and a famous politician, military and diplomat of the Qing Dynasty.

Shen Baozhen was born in 1820 AD, died in 1879 AD, his original name was Shen Zhenzong, the character Youdan, the Qing Dynasty Daoguang twenty-seven years into the jinshi, born in Fujian Houguan. Shen Baozhen entered the priesthood and the first post, selected Shu Jishi, was given the post of editor, and was later promoted to inspector of imperial history. In the fifth year of Xianfeng, he was sent as an official, serving as the father of Jiujiang in Jiangxi, and the following year as the prefect of Guangxin. In the late Qing Dynasty, the Taiping Rebellion had a great impact, and Shen Baozhen was known to the world because he preserved Guangxin during the Taiping Army uprising. Later, because of this merit, he was promoted to Guangrao Jiunan Daotai.

Ten years after Xianfeng, Shen Baozhen, who had originally left his post because he had offended his superiors, was reactivated and given the post of Gannan Daotai. Shen Baozhen finally resigned on the grounds that his parents were old.

In the eleventh year of Xianfeng, he was invited by Zeng Guofan to go to the Anqing camp to help Zeng Guofan organize local regimental training, which was highly used by Zeng Guofan. Later, he served as the governor of Jiangxi, and later captured and killed the Young Heavenly King of the Taiping Heavenly Kingdom, Hong Renxuan, and others, and made great contributions.

In 1867, he succeeded Zuo Zongtang as the Minister of Shipping of Fujian and presided over the Fuzhou Shipping Bureau. Because after Zuo Zongtang left, the shipyard had not yet been built. Therefore, as soon as he took office, the first thing he did was to build a dock and a machine factory, and at the same time open an art school to cultivate professionals. Later, under the leadership of Shen Baozhen, this dock built twenty ships, distributed in various sea ports.

In the thirteenth year of Tongzhi, the Japanese launched a war of aggression against Taiwan on the grounds that the Ryukyu crew were killed by the Takayama clan. Shen Baozhen was appointed minister of Chincha, rushed to Taiwan to supervise the construction of coastal defense, and concurrently served as the minister of state affairs, negotiating with Japan and demanding that it withdraw its troops.

As soon as Shen Baozhen arrived in Taiwan, he negotiated with the Japanese military authorities to withdraw his troops, and at the same time did not forget to strengthen maritime defense work. Additional forts were built in Fucheng and Penghu, and giant Western cannons were placed; submarine power lines were installed between Anping and Xiamen; and elite Huai army was transferred to Taiwan. In addition, many warships were dispatched to suppress Penghu and Taiwan to prevent a surprise attack by Japan.

The sentiment of the people of Taiwan to make concerted efforts to resist Japan, as well as the defense of being strictly waiting for the front, and the abundant ammunition and food allowances have made the Japanese army jealous. Malaria began to circulate in southern Taiwan, and the Japanese army invading Taiwan did not adapt to the hot weather in Taiwan, and the water and soil were not satisfied, resulting in an epidemic of diseases. Every day, many Japanese troops died and morale was low.

In the end, the morale of the Japanese army was low, and the Japanese army could not guarantee this victory, and finally chose the path of diplomatic solution. Finally, under the mediation of Britain, the United States and France, the Japanese army withdrew from Taiwan.

This incident made the Qing government realize the weakness of the country's coastal defense. Therefore, Li Hongzhang was sent to supervise the beiyang coastal defense affairs, and Shen Baozhen was sent to supervise the nanyang coastal defense affairs, and the construction of China's modern navy has since embarked on the track.

In the fifth year of Guangxu Yuan, he was promoted to governor of Jiangxi and minister of trade and commerce of Nanyang, supervised the coastal defense of Nanyang, expanded the Nanyang Marine Division, and participated in the operation of the Steamship Merchants Bureau. Five years later, Shen Baozhen died in office at the age of fifty-nine. The Qing government posthumously awarded him the title of Prince Taibao(s) with the title of Prince Taibao (太保).
