Recently, Yichang City received a letter and petition from the Third Central Ecological Environmental Protection Supervision Group. It is reflected that there is a plastic pellet factory in the courtyard of Dong's Fruit Industry Co., Ltd. in Wujiamen Village, Anfusi Town, Zhijiang City, which has not gone through the environmental impact assessment procedures, and the production wastewater is discharged through the ditch, polluting the soil and disturbing the people.
On September 30, the relevant departments of Zhijiang and Yichang City went to the scene to investigate and verify. It is reported that Zhijiang Dong's Fruit Industry Co., Ltd. has handled the environmental impact assessment registration form in 2016, and the plastic pellet factory in the hospital is actually Zhijiang Dong's Plastic Industry, which is an individual industrial and commercial household, and the operator is Dong Changguo. The plastic pellet project started construction in March 2019, was completed in June 2019, and put into production in April this year, and the project did not go through the EIA procedures.
After investigation, it was found that the wastewater of the cleaning pool of the project was filtered through the filter and entered the collection pond on the north side of the plant, and the wastewater of the collection pool was partially reused after two-stage sedimentation, and partially discharged to the irrigation canal of the farmland outside the plant; the project did not build a supporting waste gas collection and treatment device, and its east and north sides were close to the farmland.
In this regard, the Zhijiang Branch of anfusi Town and Yichang Municipal Bureau of Ecology and Environment immediately set up a special work class to formulate a rectification plan: ban the plastic pellet project that has not gone through the EIA procedures, dismantle the main facilities of the project construction; urge the operator to standardize the disposal of existing raw materials and products; require the operator to block the outer discharge port, and drag the wastewater stored in the cleaning pool, collection pond and sedimentation pond to the Anfu Temple Sewage Treatment Plant for standardized disposal, and improve the transfer and disposal record account.
In view of the plastic particle project's violation of the "Water Pollution Prevention and Control Law", "Construction Project Environmental Protection Management Regulations", "Sewage Discharge Permit Management Measures" and other relevant laws and regulations, the Zhijiang Branch of the Yichang Municipal Bureau of Ecology and Environment has organized a special class to file a case for investigation, and the Zhijiang Municipal Branch of the Yichang Municipal Bureau of Ecology and Environment issued an administrative penalty notice to Dong's Plastic Industry in Zhijiang City in advance (hearing).
On September 30, Wang Huijun, secretary of the Discipline Inspection Committee of Anfusi Town, and Xu Kang, deputy mayor of Anfusi Town, interviewed Wang Changfa, secretary of the party branch of Wujiamen Village, and put forward requirements for the rectification of enterprises, regarding the problem of Dong's fruit industry carrying out non-agricultural production activities on agricultural land and polluting the environment.
