The Eighth Party Congress of the City clearly proposed to create a "waste-free city" and build an ecological Puyang. On October 18, the city's mobilization conference was held, officially launching the creation of a "waste-free city". The research group Pu Pu surveyed and guided the creation of a "waste-free city", consulted the pulse of the city, and sent treasures to the city, which will surely help the city realize the beautiful vision of "waste-free Puyang" as soon as possible.

Wan Zhengfeng said that in the next step, the city will conscientiously implement the spirit of the research group's investigation, comprehensively sort out and summarize the opinions and suggestions of leaders and experts, fully absorb advanced concepts, actively learn advanced technologies, compare standards and benchmark requirements, strengthen advantages, tap potential, find gaps, make up for shortcomings, and transform the requirements of the research group into practical results. All levels and departments should improve their positions, clarify their understanding, accelerate the harmless resource disposal of solid waste, strengthen source governance, optimize production and lifestyle, promote industrial upgrading and transformation, create an indicator system for benchmarking "waste-free cities", prepare and create a high-level creation plan, formulate solid and operational creation measures, quantitatively decompose and create goals, strengthen supervision and implementation, and ensure high-quality creation of "waste-free cities".

Liu Guozheng said that the Puyang Municipal Party Committee and the Municipal Government attach great importance to the creation of a "waste-free city", with a good foundation for creation and a strong momentum of development.
