Since the banks of the River Kwai River have large areas of wild cherry blossoms and maple forests to watch every spring and autumn, they have long been one of the popular spots for sightseeing tours. The entire Arashiyama area is centered on the Togetsu Bridge, which spans the Gyeskawa River, which was named after a poem by Emperor Kameyama that reads, "Like a Full Moon Crossing a Bridge", and although the appearance of the Togetsu Bridge has the shape of a wooden bridge, today's Togetsu Bridge is actually a reinforced concrete structure that allows cars to walk on it, but uses retro wooden guardrails to match the surrounding scenery. The section of the Kwai Chuan River near the Togetsu Bridge is customarily referred to as the Dayan River.

In addition to the natural landscape, the Arashiyama area is also home to many of Japan's famous ancient temple shrines and is the burial place of many ancient Japanese emperors, so visiting the temple shrine is also one of the main sightseeing spots for tourists. Among the many shrines and temples, the most important is the Tenryu-ji Temple, which is listed on the World Heritage List, in addition to the Nomiya Shrine, which once appeared in the famous Japanese literary works Genji Monogatari, and the Kiryoji Temple, which houses Japan's national treasure Buddha statues, which are also very important historical buildings and attractions.

In the 1980s, many artist shops (タレントショップ) were opened on the main street on the north side of the Togetsubashi, and gradually became a popular place for students to take school trips (graduation trips). However, due to the influx of tourists and the inability of the old street outlines in the nearby area to accommodate too much traffic flow, the local government began to adopt traffic control and encourage the transfer of mass transportation to express the congestion of traffic.

In September 1917, Zhou Enlai traveled east to Japan to study. On his way home in April 1919, he toured Kyoto and wrote four vernacular poems. On January 22, 1979, the "Preparatory Committee for the Establishment of Zhou Enlai's Poetry Monument" was established on the joint initiative of various Japanese-Chinese friendship groups and well-known personalities in Kyoto. On April 16, 1979, the poem was completed.

The stele is 2.4 meters high and is slightly oval in shape made of shiny saddle stone, a kyoto specialty, with a large and small stone block.
