As early as half a year ago, Wang Guting, a poor household impoverished by his studies, was still full of resentment, but now under the subtle influence of Li Wei, he had no resentment and had started work at a local sand mining plant as he wished. Therefore, he specially prepared this simple family and friend reunion banquet to thank everyone.
Wang Guting's village of Zhongba once flourished in coal mines, and most of the 741 families in the village worked in coal mines, and the incomes of these families were quite stable. However, since the closure of the village coal mine in 2012, some unemployed farmers have not been able to find good jobs for a while, and negative emotions have appeared in their hearts, so that they have no intention of developing production, and then lose confidence in life.
"I have been engaged in petitioning work for many years, and I know the trick of teaching according to my aptitude." Li Wei introduced the Chongqing Daily reporter and said in an interview that what made Wang Guting and other villagers change came from the three "True Classics of Poverty Alleviation" that he realized in the process of poverty alleviation in the lower village.
Dispel resentment
Li Wei is the deputy director of the Receiving and Visiting Department of the Municipal Office of Letters and Visits, and has accumulated rich experience in receiving letters and visits in the past 27 years. In the first two years, the topic he led the team to study won the first national "Rule of Law PetitionIng Progress Award", and he himself won the national "Advanced Worker in the Petitioning System".
"Why do the villagers in Zhongba Village complain? My first 'mantra' is to dispel the resentment of the villagers. In March this year, after Li Wei was stationed in Zhongba Village as the first secretary of the village-based task force, he found out two types of groups full of grievances in the mediation of going to the village and entering the household again and again: First, the unemployed villagers believed that the government's shutdown of coal mines had cut off their financial roads, and hoped that the government would help develop industries or solve employment problems; Second, some poor households only stare at the poverty alleviation policy, have the idea of "waiting, relying on, and wanting", and see the development of others and have an unbalanced mentality.
How to dispel the resentment of these people? How to win the trust of the masses? How to make the village rise up the wind of civilization? Li Wei decided to select a few typical characters and then prescribe the right medicine from the "heart", so as to stimulate the endogenous motivation of the masses to take the initiative to get rid of poverty!
He started by helping the unemployed to develop their industries. In fact, such villagers have both brains and good physical strength, that is, they suffer from backward infrastructure, which affects their devotional development. Based on this, Li Wei decided to lead everyone to develop the industry as the main breakthrough to eliminate resentment.
A few years ago, the tuition fees of two children caused a heavy burden on the family, and the couple also had to take care of their 80-year-old mother. Because he had never enjoyed the policy of minimum guarantee and had not found a way to develop, he was full of resentment against the village committee, doing nothing all day, and even the hygiene of the home was too lazy to clean.
For him, Li Wei mainly adopts the mode of "brainwashing": often opens his heart to chat about life, talks about the hardships of the past, talks about the difficulties of the present, talks about the struggles of the future, and affirms the shining points of gengzhi in him; Took the initiative to help him solve practical difficulties, let his relocated house use electricity, and found a job in a sand quarry; Mobilize him to apply for a small loan to develop the breeding industry and achieve labor and prosperity.
Slowly, Wang Guting's resentment gradually disappeared, and every day he cleaned his home and then went out to work, and the village repaired the road and took the initiative to donate land.
Like helping Wang Guting, in half a year, Li Wei let Wang Lianting, Liu Chuanjiu and more than 10 other villagers gradually eliminate their grievances and embarked on the road of developing industries.

Based on this, Li Wei combined with the actual production and life of the villagers, and each item also specifically refined 10 pieces of content within his ability, which was used to popularize the knowledge of civilization, abandon bad words and deeds, and form a civilized atmosphere.
"Which strengths do you intend to cultivate, which weaknesses do you intend to correct, and what industries do you plan to develop?" Our '4+1' action uses a disciplined commitment to allow villagers to ritualically force themselves to regulate their words and deeds. During his visit, Li Wei went door to door to publicize the "4+1" action of civilized village style, and distributed the specially produced "4+1" action form, requiring villagers to truthfully fill in the content of family commitments and evaluate and commend them at the mass meeting.
At first, the villagers had a narrow understanding of the word "civilization", believing that as long as they did a good job of neighborly relations, clean and hygienic, and warmly received guests, they were civilized. However, with the publicity of the "4 + 1" action gradually entering the hearts of the people, everyone standardizes words and deeds in accordance with the relevant content requirements, and checks and evaluates their own advantages, corrected shortcomings, good things they help, and developed industries one by one, and everyone has a deeper understanding of "civilization".
After more than a month, Li Wei received the "4+1" action form from nearly 400 villagers living in his home. After his statistics, he found that everyone took the initiative to express that they were willing to cultivate 2545 advantages such as always having a grateful heart, doing a good job in neighborhood relations, and treating the elderly at home well, and intended to correct 750 shortcomings such as not paying attention to personal hygiene, littering everywhere, and loving to talk dirty, and planned to handle 868 good things, develop 455 industries, and solve 85 demands.
Villager Han Yixiang is physically handicapped and is responsible for taking care of his two granddaughters who go to school, and has not developed the habit of cleaning the house frequently. Now, after making a promise to correct her shortcomings on the "4+1" action sheet, she cleans the house and the outside of the house every day, arranges the items in the house neatly, and teaches her two granddaughters to develop good hygiene habits.
Wang Yiting, a villager in his 70s, wanted to develop the plum tree industry, but he was unable to do so because of the lack of labor. When villagers Mao Shidong, Wang Guanglin and Fei Depin learned of this situation, they immediately fulfilled their promise of "always doing good deeds", not only helping Wang Yiting to buy fertilizer and other agricultural materials, but also helping him to manage and protect nearly 100 plum trees.
The villagers' hygiene habits have become better, the neighbors have helped each other more, and the environment in the village has been greatly improved... With the in-depth development of the "4+1" action of the civilized village style, in a strong atmosphere of learning and superiority, the villagers gradually standardized their words and deeds, and the civilized appearance of Zhongba Village was renewed.

Attract money
The hearts of the people are united, and Tarzan moves. Li Wei knows very well that as long as the villagers' hearts want to "get rid of poverty and get rich" and work hard to "develop the industry", Zhongba Village can achieve the final victory in poverty alleviation.
This time, the third "true scripture" he realized was: propaganda and encouragement, hard work and strength.
"To unite people's hearts, the power of the role models around us is infinite." Li Wei introduced that in April this year, he held six "thanksgiving poverty alleviation policy" lectures, invited typical households in the village to give speeches on stage, and taught a wonderful lesson to 1,200 villagers at home on eight major contents such as personal poverty alleviation stories, gratitude poverty alleviation policies, and compliance with village rules and regulations.
Later, he also organized and planned a "Please Tell Me About Something" singing competition, and the 6 societies in the village sent team members to participate in the collective competition and the individual competition. The singing competition enhanced the civilized awareness of mutual understanding, mutual support, respect for the elderly and love for the young among the villagers, and created a good atmosphere of village style and folk customs, and more than 300 people had more sense of gain and happiness in this activity.
While trying to unite people's hearts and minds, Li Wei also traveled around to find financial support for the industrial development of the village. In just half a year, he won more than 1 million yuan of support funds, improved infrastructure for industries such as 150 mu of plum trees, hardened 2.3 kilometers of roads, and built 3 new drinking water ponds.
In order to revitalize the originally abandoned plum industry, he called on the villagers to form the "Zhongbayuan Plum Tree Professional Cooperative", which orderly promoted the unified construction and management of 150 acres of plum trees, and boosted the income of 98 villagers who were members of the cooperative.
Today, Li Wei is seizing the opportunity of the construction of the expressway from Wuxi County to Zhenping County in Shaanxi Province through Zhongba Village, leading the village cadres to actively plan rural tourism and create a tourism economy of flower viewing, canyon exploration and labor experience in all seasons...
"Poverty alleviation is a long way off. In the future days stationed in the village, I will also understand more 'true scriptures of poverty alleviation' with my heart and soul, and fight the hard battle of poverty alleviation!" said Li Wei.
