On the afternoon of December 31, the Haikou Intermediate People's Court publicly pronounced a first-instance judgment on the case of Chen Henggui and 62 other defendants involved in organized crime.
After trial, the Haikou Intermediate People's Court, in accordance with the relevant provisions of the law, determined that the criminal group headed by defendant Chen Henggui was a mafia-type organization with 55 fixed members, including 3 leaders of the organization, 3 backbone members, 16 active participants, and 33 general participants.
In accordance with the relevant laws and judicial interpretations, the Haikou Intermediate People's Court imposed different punishments on the 62 defendants. Among them, the leaders and defendants of mafia-type organizations, Chen Henggui, Li Wei, and Wang Hengjing, were sentenced to six crimes, including organizing, leading, and picking quarrels and provoking trouble, and were punished for several crimes, and decided to carry out fixed-term imprisonment of 24, 22, and 21 years respectively, deprivation of political rights for five years, and confiscation of all personal property; and sentenced key members of triad organizations to fixed-term imprisonment ranging from 15 to 17 years Sentence active participants in mafia-type organizations to fixed-term imprisonment ranging from ten to fourteen years; ordinary participants in mafia-type organizations shall be sentenced to fixed-term imprisonment of not more than ten years; defendants of other non-mafia-type organizations in the case shall be sentenced to fixed-term imprisonment of not more than three years; the umbrella of mafia-related crimes and the defendants who are poor shall be given heavier punishments, and several crimes shall be punished together, and it is decided to carry out fixed-term imprisonment for ten years and be fined 600,000 yuan.
The sentencing of the judgment fully reflects the criminal trial policy of blending leniency with severity, and the defendants who refuse to admit guilt are severely punished in accordance with law, and the defendants who surrender themselves or admit guilt and accept punishment are given lenient punishments.
This case is the fourth major case related to triads heard by the Haikou Intermediate People's Court since the launch of the special struggle against organized crime and evil forces. The Haikou Intermediate People's Court attached great importance to the trial of the case, earnestly made all kinds of preparations, gave play to the work style of continuous combat, and completed the trial and judgment of the case after five days and nights, and achieved an efficient conclusion of the trial. At the same time, we should conscientiously implement the requirements of "breaking the umbrella and breaking the net" and "cracking down on money and cutting off blood," severely punish the "protective umbrella" in this case, and confiscate all mafia-related property.
The criminal act of smuggling live animals and poultry into the island for sale by a mafia-related organization headed by Chen Henggui has seriously undermined the construction of an epidemic-free island in our province, seriously threatened the health of the masses of the people, and had a great social impact. The severe crackdown on Chen Henggui and other criminals involved in criminal syndicates will effectively safeguard the stability of the market economic order and the rights and interests of consumers in our province, and ensure the health and tranquility of the people.
