Starting from the practical problems such as the lack of high-quality teachers, the large gap between urban and rural areas, and poor communication between each other, Boxing County has leveraged the two explorations of teacher exchange rotation and group schooling to achieve vertical resource penetration and horizontal shortcomings to level the "two-way improvement", and the limited financial resources to promote unlimited people's livelihood in education, and explore a path of good governance for balanced education in districts and counties.
Preliminary exploration, opening the "1.0 model" of group-run school cooperation

Group-run schools are the "hard power" of condensing the development of education, and Boxing County has made scientific plans, made overall plans, and actively explored new ways for group-run schools.
The joint construction of the traditional high-quality school Boxing County Le'an Experimental School and the Xin'an Primary School in Chengdong Street, a weak school in the urban-rural interface, is a typical case. In the summer of 2017, Le'an Experimental School led the establishment of Le'an Education Group, unveiling the prelude to the county's group-run schools. "Famous schools join hands with weak schools to integrate resources for 'integrated management', allowing us to discover the blue ocean space from the red ocean of education." Zhou Jianjun, then principal of Le'an Education Group, said. Le'an School has good school conditions, sufficient educational resources, shared lesson plans, courseware, and test questions, and opened up the "boundary fence" of curriculum co-construction, teacher exchange, scientific research exchange, and school building sharing, which can effectively realize the transformation of "resource communication - personnel integration - concept integration" to "ability co-construction - value co-promotion - goal win-win".
Because of its effective narrowing of inter-school differences, the group-run school has won social attention and praise, and explored a beneficial path for the high-quality and balanced development of education in Boxing. "However, the unification of education, teaching, and personnel management is only the initial stage of reform." Zhang Qingming, then a member of the party group of the Boxing County Education and Sports Bureau and an education inspector of the county government, said. In 2018, the four primary schools in Chengdong Street were merged to form the fifth primary school of the county, and then joined hands with Le'an Experimental School to start the integrated management model of the same legal person, pushing the scale of group schools to a new height.
Summarizing the experience of group-run schools, the Boxing Education and Sports Bureau also put forward the overall idea of "urban belt and rural areas, overall integration, urban-rural integration, and common development", relying on famous schools in urban areas, and pushed the reform to the "1.0" stage of school management, teaching and research, teacher training, project cooperation, all-round cultural construction, and three-dimensional group-run school cooperation. By 2019, Boxing County will achieve full coverage of schools in the compulsory education section of the group school by means of "famous school trusteeship", "famous school + rural school", "famous school + characteristic school". Among them, the Caowang School District Education Group takes the school district as the unit, and carries out the "nine-year consistent system" group reform of primary and junior high schools, which has created a new pattern of work.
In order to penetrate the living water of education, activate the whole chess game, and let teachers flow reasonably, Boxing County has explored and innovated the "3+2" teacher exchange and rotation system on the basis of group schools.
