After the Japanese army occupied Jiangyin, the 48th Independent Brigade of the 11th Brigade was stationed in Jiangyin militarily. The Japanese garrisoned one squadron in the county seat, the Jiangyin County Garrison, and the other strongholds had two infantry squadrons and an artillery squadron.
Politically, the maintenance committee system was implemented, and after the establishment of the Wang puppet government, pseudo-governments at all levels were established. The Japanese sent two agents as liaison officers to supervise the puppet government, and were actually the heads of the Jiangyin County government.
They gathered intelligence, arrested anti-Japanese people, collected grain and money, and actively cooperated with the brutal rule of the Japanese army Chinese people.
Economically, cooperatives headed by Japanese veterans were set up to frantically plunder Chinese resources to feed the war.

In March 1941, on a sunny afternoon, in the office of Lieutenant Emura of the Japanese Gangin Garrison, Emura leaned back in a chair and fell asleep.
Suddenly, the squad leader Ishii hurriedly reported and caught three suspicious people, one of whom was an imperial veteran, claiming to be a Suzhou tax official.
