Puyang City, located in the northeast of Henan Province, at the junction of Hebei, Lu and Henan Provinces, is adjacent to Liaocheng City, Tai'an City, Jining City, Heze City, Xinxiang City, Anyang City in Henan Province, and Handan City in Hebei Province in a clockwise direction. The name of Puyang began in the Spring and Autumn Period and the Warring States Period, because it was located on the north bank of Pushui, and was once the capital of the Wei Dynasty. Today, Puyang City covers an area of about 4,188 square kilometers, and has jurisdiction over 1 district and 5 counties: Hualong District, Puyang County, Qingfeng County, Nanle County, Fan County, and Taiqian County. Fan County and Taiqian County are the "legs" that Puyang City kicked at Shandong.
Taiqian County is more special, it is the northeast gateway of Henan Province, with an east-west length of about 40.4 kilometers, and an average width of 15.5 kilometers from north to south. Taiqian County is located in the lower reaches of the Yellow River on the north bank, the Yellow River flows from Fan County, the Territory of the Yellow River is 69 kilometers long, the Jindi River from the north of the county through the city and join the Yellow River, Taiqian County has these two rivers through the border, is the most water-free. The most special thing about Taiqian County is that it is adjacent to six counties in Shandong Province, namely Xinxian, Yanggu, Dongping, Liangshan, Yuncheng and Juancheng.
Fan County has a long history, and in the early years of the Western Han Dynasty, it was established as a county, named after its southern neighbor Fanshui. It was later abolished, and it was not restored until the Sui Dynasty, and the counties of Shouzhang, Yanggu, Dong'a, and Feicheng were under the jurisdiction of Jibei County. During the Qing Dynasty, Fan County came under the jurisdiction of Cao Prefecture in Shandong Province, and Zheng Banqiao, known as one of the "Eight Monsters of Yangzhou", served as a county commander of Fan County for five years. Zheng Banqiao has a lot of affection for Fan County, and has written many poems here, such as "Deng fan county east building" and so on. When Zheng Banqiao left Fan County, he also left a poem "Gift to Fan County Old Xu": "The people of Fan County have ancient customs, a harmonious and inclusive. After the old man went, he cut similarly, but I wish people peace and prosperity. "Today, Fan County is not large, only 590 square kilometers, which is about the same size as the Songjiang District of Shanghai. In Fan County, there is the Jindi River in the north and the Yellow River in the south, and the rivers in the jurisdiction are crisscrossed.
Fan County is also a more interesting place, in Fan County has been circulating a saying: "The country is a big monster, the county seat is located outside the provincial border." The old county seat of Fan County is in Cherry Orchard Town, which is surrounded by xinxian tuantuan in Liaocheng City, Shandong Province, and there is a road to the south that can be connected with the main jurisdiction of Fan County, which is equivalent to saying that the old county seat of Fan County is an "enclave" that flies beyond the provincial boundary, which is unique in the country.

In fact, whether it is Taiqian County or Fan County, they are especially for a reason. In fact, before the Yuan, Ming, and Qing dynasties and the 1950s, Fan County was basically under the jurisdiction of Shandong, and Taiqian County was established as a new county later, which was originally part of Shouzhang County in Shandong Province. In 1963, heavy rains in the Jindi River Basin were frequent, causing river flooding. Because the Jindi River crossed Henan and Shandong provinces at that time, it brought inconvenience to the management of floodwaters. In order to more effectively control floods and avoid disputes between the upper and lower reaches of the Jindi River.

In 1964, Fan County, which originally belonged to Shandong Province, was assigned to Henan, Shouzhang County in Shandong was abolished, and the area south of Jindi was assigned to Fan County; five townships north of Jindi and formerly belonged to Fan County, including Cherry Orchard, Guancheng, Gucheng, Guyun, and Wangzhuangji, were assigned to Xinxian County, Shandong; the county seat of Fan County north of the Jindi River and Jincun and Zhangcun, which originally belonged to Cherry Orchard, were assigned to Henan Province. In 1978, the eastern part of Fan County was separated from Taiqian County. It is a bit embarrassing that the old county seat of Fan County at that time stayed in Xinxian County, Shandong Province because it was located north of the Jindi River, and later Fan County built a new urban area south of the Jindi River.
