Li Bin, vice chairman and secretary general of the CPPCC National Committee, attended and delivered a speech.

Li Wei, director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference, Wang Jianjun, member of the party group of the National Health Commission and executive deputy director of the National Office on Aging, Gao Xiaobing, vice minister of the Ministry of Civil Affairs, and Hao Fuqing, deputy director of the Social Department of the National Development and Reform Commission, delivered speeches. In his speech at the opening ceremony, Li Bin pointed out that population aging is an important trend in social development, the embodiment of the progress of human civilization, and also the basic national conditions of China for a long period of time. The implementation of the national strategy of actively responding to the aging of the population is an important consideration for maintaining national population security and social harmony and stability, building a socialist modern power, an important measure to promote high-quality development and accelerate the construction of a new development pattern, and an inevitable requirement for promoting the realization of common prosperity.

Li Bin stressed that the implementation of the national strategy of actively coping with the aging of the population should adhere to the party's overall situation, focus on promoting high-quality economic development, and provide strong material capital and wealth reserves for coping with the aging of the population; give full play to the potential of human resources and improve the effective supply of labor in the context of population aging; deepen the reform of the supply side of old-age services and create a high-quality supply system for the elderly; strengthen coordination, improve the level of science and technology and informatization of services for the elderly; unite the whole society and strive to build an age-friendly society.

Li Wei stressed that accelerating the establishment and improvement of a sustainable old-age security system is an important institutional arrangement for actively responding to the aging of the population and an inevitable requirement of the socialist system with Chinese characteristics. It is necessary to strengthen the top-level design of public services for the elderly; continue to increase the reform of the pension insurance system, promote the national overall planning of basic old-age insurance, improve the timely adjustment mechanism of basic old-age treatment, and enrich the supply of commercial old-age insurance products; explore the establishment of a long-term care insurance system; give play to the cornerstone hub role of community governance, support families to assume the function of old-age care; strengthen the protection of key populations, and focus on long-term promotion of institutional innovation.

In the keynote speech, Wang Pei'an said that in the past hundred years, communists have continued to explore, written a magnificent history of population development, and embarked on a path of population development with Chinese characteristics. At present, it is necessary to properly handle the relationship between population size and structure, promote the realization of a moderate fertility level; implement the three-child birth policy and build a fertility support policy system; implement the national strategy of actively responding to population aging, and build an age-friendly society.

He Dan, member of the National Committee of the Chinese People's Political Consultative Conference and director of the Chinese and Development Research Center, made a concluding speech. It is reported that the Chinese and Development Forum is jointly initiated by the China Family Planning Association, the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference, and the Chinese and Development Research Center, which mainly focuses on the deployment of national policies and social hotspots in the field of population and development, and strives to create an exchange platform for government departments, scientific research institutions and social entities to participate together. This year marks the second time the forum has been held, with the first being held in Beijing in 2020.
