The "National Comprehensive Quality Grade Evaluation Center for Primary and Secondary School Students" claims to have been established with the approval of government departments, produced logos, privately engraved seals, appointed so-called directors, deputy directors and other leaders, and set up many branches such as "Calligraphy Professional Committee", "Sand Painting Art Evaluation Committee", "Street Dance Evaluation Organizing Committee", "Calligraphy and Painting Evaluation Organizing Committee", etc., and established more than 30 evaluation centers such as "Jiangxi Evaluation Center" and "Hunan Evaluation Center" throughout the country, and organized and authorized the above institutions to " The National Comprehensive Quality Grade Evaluation Center for Primary and Secondary School Students carries out comprehensive quality level assessment in the name of "national" level assessment, formulates and issues grade certificates with the word "national", and carries out activities such as teacher training and examiner training. In addition, in order to confuse the real with the false, the agency has also set up a website to provide the so-called talent pool query, teacher card query, and examiner card query.
According to law enforcement personnel, the Ministry of Education issued the "Measures for the Evaluation of the Artistic Quality of Primary and Secondary School Students" and other documents in 2015, and the "National Comprehensive Quality Level Assessment Center for Primary and Secondary School Students" intercepted some of the contents of the above documents and carried out false publicity to publicize that the results of the comprehensive quality assessment of primary and secondary school students would be included in the student growth file and used as a reference basis for students' middle school entrance examinations and college entrance examinations, causing parents to panic in some areas.
The "National Comprehensive Quality Grade Evaluation Center for Primary and Secondary School Students" has decided to ban the organization and its subordinate branches because it has not been registered and carries out activities in the name of private non-enterprise units.
