"30 Articles of Life Service Industry" was introduced: vigorously develop the masses' "doorstep" life services

Beijing, November 2 (China Youth Daily, China Youth Daily reporter Ningdi) Today, the reporter learned from the National Development and Reform Commission that the General Office of the State Council recently forwarded the National Development and Reform Commission's "Several Opinions on Promoting the Improvement of the Level of The Living Service Industry to Improve the People's Quality of Life" (hereinafter referred to as the "Opinions").

The "Opinions" are also known as the "30 Articles of The Living Service Industry". The National Development and Reform Commission put forward 30 tasks and measures from 9 aspects to promote the shortcomings of China's living service industry, and systematically put forward the key tasks and implementation paths for the development of China's living service industry at present and in the coming period, which is an important guiding document for all localities and departments to promote the high-quality development of the living service industry.

The relevant person in charge of the National Development and Reform Commission said in response to a reporter's question that the service industry is a "stabilizer" and "booster" for national economic development, and it is also the industry that absorbs the most employment. As the main field that directly serves the consumption demand of residents, the living service industry is an important part of the employment of the service industry.

In recent years, with the continuous emergence of new technologies, new formats and new models, the living service industry has a large employment capacity, high flexibility and active way, and the coordination of employment structure and industrial structure has been continuously strengthened. To promote the high-quality development of the living service industry, we will tap and release employment potential, create more jobs for the urban and rural grassroots, and promote the realization of high-quality employment.

It is understood that the living service industry covers the vast majority of public service content in which the government assumes all or part of the supply responsibility, and also includes personalized and diversified resident consumption, security and other related services that are completely supplied by the market. There are not only free services that all the people enjoy equally, but also universal services that the masses need to share, as well as personalized services that residents enjoy for self-consumption.

According to the relevant person in charge of the National Development and Reform Commission, the "Opinions" focus on the pain points, difficulties and blockages such as insufficient effective supply of the living service industry, insufficient convenience sharing, low quality standards, weak talent support, poor business environment, and inadequate policy implementation, and strive to expand service supply, improve service convenience, promote service innovation, improve service experience, enhance service quality, activate service consumption, optimize the business environment, and put forward a series of targeted support policies from the aspects of finance, taxation, investment, finance, price, land use and risk prevention and control.

It is worth noting that the development of the "living service industry around the masses" is an important policy orientation for the formulation and promulgation of the Opinions. It emphasizes the need to vigorously develop community services and other life services at the "doorstep" of the masses: First, improve community service resources. Promote public service institutions, convenience service facilities, and commercial service outlets to radiate all urban and rural communities, promote the extension and development of community properties to basic and embedded services, promote large cities to accelerate the development of meal assistance and home care services for the elderly, and strive to gradually cover more than 80% of communities within five years; the second is to activate community service functions. Construct a "quarter of an hour" convenient living circle, improve the layout, business structure and service functions of urban life service outlets, explore the "one point and multiple uses" of community service facilities, and explore the establishment of a "good and bad evaluation" evaluation mechanism and quality certification mechanism for community life services.

In addition, the shortage of venue facilities is a pain point in the development of the living service industry that is widely reflected by various market players. In order to solve the problems of "cannot rent" and "cannot afford to rent" service venue facilities, the "Opinions" mainly focus on solving them from three aspects: First, the implementation of community basic service facilities to meet the standards. Combined with the promotion of the transformation of old residential areas and the planning of new residential areas, the construction of community comprehensive service facilities, while carrying out monitoring and evaluation of the area and conditions of basic service facilities in the community; the second is to improve the service facilities for key groups for weak links such as the elderly, children and the disabled; the third is to adhere to the "combination of soft and hard", and consider the construction of service facilities and supporting support for operation. Guide and support all localities to supplement the construction of community "one old and one small", public health, national fitness and other service facilities, appropriately relax the restrictions on land use and plot ratio, and make it clear that market entities that provide urgently needed services for the community can rent ordinary residences to set up service outlets, and support large cities to relieve and vacatenate resources for community services. Promote the government's free or low-cost provision of venue facilities, market entities low-profit operation model, reduce facility costs.

In order to make the "30 Articles of The Living Service Industry" better implemented, the "Opinions" require that the National Development and Reform Commission and relevant departments carry out high-quality life city construction actions, and each department organizes and implements relevant construction actions in accordance with the division of responsibilities, and grasps the relevant fields and industries to support the development of the living service industry. Local people's governments at all levels should earnestly perform their main responsibilities and study and formulate specific measures. It is necessary to strengthen statistical monitoring and evaluation, improve the statistical classification standards for the living service industry, and explore the gradual establishment of a statistical monitoring system. At the same time, all regions and departments should widely publicize and mobilize, take the initiative to respond to social concerns, and timely promote new practices, new experiences and new mechanisms to create a good atmosphere for the development of the living service industry.
