Haikou, 1 Nov (China News Service) -- At an international seminar held here at the China (Hainan) Reform and Development Research Institute, experts and scholars at home and abroad suggested that Hainan and the Guangdong-Hong Kong-Macao Greater Bay Area should deepen cooperation in the field of rule formulation in the future, build a common market, and work together to jointly build a duty-free shopping industry chain and supply chain, so as to better integrate into China's new development pattern.

The international forum on "Building a New Development Pattern for China and the World" and the forum on "Benchmarking the World's Highest Level of Openness and The Policy and System Innovation of Hainan Free Trade Port" were recently held in Haikou. Chi Fulin, president of the China (Hainan) Reform and Development Research Institute, believes that Hainan should create a meeting point between the two major markets of China and ASEAN, serve the needs of duty-free shopping, medical health and international education services in the domestic market, and create a connection point with the ASEAN market, ASEAN industries and ASEAN personnel exchanges.

Under the background of profound changes in the international situation and the normalization of the epidemic situation, building Hainan into a hub and intersection of domestic and international dual circulation has become the consensus of the participating experts.

"'Double loops' require regular docking." Zheng Yongnian, dean of the Institute for Advanced Study in Global and Contemporary China at the University of Chinese, Hong Kong, Shenzhen, said that in recent years, Hainan and the Guangdong-Hong Kong-Macao Greater Bay Area have actively promoted cooperation in transportation, industry and other aspects, and in the future, we will deepen cooperation in the fields of rule formulation, build a common market, and better integrate into China's new development pattern.

Chi Fulin suggested that Hainan should take the lead in achieving a breakthrough in market connectivity in key service trade areas, and strive to build Hainan into a Sino-Japanese medical and health cooperation zone; join hands with Hong Kong to jointly build a duty-free shopping industry chain and supply chain; establish a Hainan-Singapore comprehensive cooperation zone for trade in services, and establish a service industry management standard system in line with Singapore.

Shada, the initiator of the China-Europe Forum and a visiting professor at the European Academy, said that Hainan has great potential in promoting the interconnection between China, ASEAN and the Eu, and suggested that maritime security cooperation be carried out and trilateral cooperation between ASEAN, the EU and China should be promoted with trade liberalization as the focus, so that Hainan will become a center of peace and cooperation.

Today, when the world is jointly tackling climate change, participating experts believe that Hainan should use its ecological advantages and national policies to focus on low-carbon areas. Zhang Yunling, a member of the Faculty of the Chinese Academy of Social Sciences, suggested that relevant research and exploration in the Hainan Carbon Neutrality Pilot Zone be initiated. Cao Yuanzheng, chairman of BOCI Research Corporation, believes that in the development of green finance, Hainan is expected to become a global benchmark.

Zhao Jinping, former minister of the Foreign Economic Research Department of the Development Research Center of the State Council of China, suggested that Hainan establish an energy consumption monitoring system as soon as possible, improve energy-saving technologies, improve energy efficiency, and increase the transformation of a low-carbon industrial structure.
