Chi Fulin still remembers the scene of the first international seminar "China's Financial System Reform" held by the China Reform Institute in the early 1990s. In December 1991, more than 100 officials and financial experts from the United Kingdom, Japan, Thailand and other countries, as well as the World Bank, the International Monetary Fund, the United Nations Development Programme and other international institutions, discussed the status and role of central banks and the tools of monetary policy. "The international exchanges of the China Reform Institute in the past 30 years are the epitome of China's reform and opening up." Chi Fulin said that the international cooperation and exchanges of the Central Reform Institute have gone through three stages. The first stage is to study and investigate, learn from international experience; the second stage is to deepen exchanges and share ideas with the world; the third stage is to let the world understand China and China go to the world.

Also in the early 1990s, the world had doubts about whether China would continue its reform and opening up. In April 1993, Babal Connapur, then chairman of the National Committee on U.S.-China Relations, led a delegation to visit the Chinese Academy. Chi Fulin revealed that so far, the Chinese Academy of Reform has established academic exchange relations with international institutions such as the World Bank and the European Union, as well as research institutions in more than 30 countries such as the United Kingdom, the United States and India.
