Fan Xulitai said that after the implementation of the Hong Kong National Security Law, Hong Kong society has entered a new stage from chaos to governance. Improving Hong Kong's electoral system will help the HKSAR Government to govern and implement its vision plan, and will also help Hong Kong's sustained economic recovery and integration into the development of the Greater Bay Area, effectively solving Hong Kong's livelihood problems in housing, employment and other aspects.

When talking about "one country, two systems", Fan Xulitai stressed: "With the existence of 'one country', 'two systems' is meaningful." Hong Kong is an inseparable part of China, which is the most crucial original intention of the "one country, two systems" policy. The Constitution is the mother law, and with Article 31 of the Constitution, the NPC can fulfill its duties under Article 62, Paragraph 14 of the Constitution and adopt the Hong Kong Basic Law (sub-law) to provide for the operation of the Hong Kong Special Administrative Region. The Basic Law is an authorization law, which contains powers in the Basic Law that Hong Kong may exercise; if it is not covered or stated to belong to the Central Government, such powers and decisions must be exercised by the Central Government.
