Fan Xulitai: The new election system is conducive to solving people's livelihood problems such as housing employment in Hong Kong

Hong Kong, October 28 (China News Service) -- The Center for Chinese Institutions Research of the University of Hong Kong launched a series of activities of the "The Dialogue" academic forum on the 28th. Fan XuLitai, a member of the Hong Kong Special Administrative Region Candidate Qualification Review Committee and former chairman of the Legislative Council of the Hong Kong Special Administrative Region, said at the forum that improving Hong Kong's election system will help Hong Kong effectively solve prominent livelihood problems such as housing, employment, medical care, and the disparity between the rich and the poor.

The first session of the forum series, with the theme of Hong Kong's new electoral system and future political development picture, was attended by Tang Jiahua, a non-official member of the Executive Council of the Hong Kong Special Administrative Region and senior barrister, and Chen Hongyi, professor of constitutional law at the University of Hong Kong Law School and a member of the Hong Kong Basic Law Committee of the Standing Committee of the National People's Congress.

As the first keynote speaker of the forum, Fan Xulitai delivered a keynote speech on the theme of "One Country, Two Systems, Not Forgetting the Original Intention, Legislative Intention, and Implementing it". She pointed out that only with the existence of "one country" can "two systems" be meaningful. Hong Kong is an inseparable part of China, which is the most crucial original intention of the "one country, two systems" policy. The Constitution is the mother law, which adopts the Hong Kong Basic Law (sub-law) to provide for the operation of the HKSAR.

She also pointed out that after the implementation of the Hong Kong National Security Law, society has entered a new stage from chaos to governance. Improving Hong Kong's electoral system, aligning the goals of the executive and legislative bodies, and building Hong Kong will help the SAR Government to govern and implement its vision; it will be conducive to the sustained recovery of Hong Kong's economy; it will help promote Hong Kong's active integration into the Greater Bay Area; and it will effectively solve prominent livelihood problems such as Housing, Employment, Medical Care, and the Disparity Between the Rich and the Poor in Hong Kong.

In the subsequent discussion session, Tang Jiahua and Chen Hongyi also shared their views on Hong Kong's new election system and future political development, discussed and dialogued, and exchanged views with teachers and students. (End)
