Biography

Born in Shanghai in 1945, Fan moved to Hong Kong with her family in 1949. He was the first President of the Legislative Council after The Return of Hong Kong and held office for 11 years. Fan Xulitai: In the 1980s, in order to solve the problems left over from history, Deng Xiaoping and other Chinese Communists creatively put forward the great concept of "one country, two systems", allowing two social systems to be implemented within one country, so that Hong Kong and Macao could maintain the original capitalist system unchanged for a long time.

Over the past 24 years, Hong Kong's economy under "one country, two systems" has remained prosperous. We are still an international financial centre, with a booming trading volume on hkex and a steady stream of companies listing in Hong Kong, including many Chinese-funded companies. Fan Xulitai: To promote the cause of "one country, two systems", we must promote Hong Kong's better integration into the overall situation of national development. For Hong Kong, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a valuable development opportunity. The Greater Bay Area is one of the regions with the highest degree of openness and the strongest economic vitality in China. The nine cities in Guangdong develop together with Hong Kong and Macao and complement each other in order to achieve mutual benefit and win-win results. We must seize this opportunity and take the initiative to integrate into the overall situation of national development.

More than 40 years ago, in the early days of reform and opening up, many Hong Kong businessmen chose to invest in Guangdong and set up factories. Fan Xulitai: Unlike the early days of reform and opening up, which mainly focused on manufacturing, in recent years, some new trends have emerged in cooperation between Hong Kong and the mainland, and more are moving towards high-tech industries and high-end service industries. Hong Kong has advantages in basic scientific research, and many universities have many recent and professional research results, but due to the shortage of land, it is difficult to build factories and production lines in Hong Kong, and these research results cannot be quickly transformed into products. If we strengthen cooperation with Guangdong, we can build a complete industrial chain and realize the transformation of research results.

Nanfang Daily: You have been involved in Hong Kong's education affairs for many years, how should you guide the young generation in Hong Kong to enhance their national concept and enhance their national identity in the future?

Fan Xulitai: In general, we need to improve the national education in Hong Kong in an all-round way. It is necessary to strengthen students' understanding of national history, Chinese culture, and national conditions, deepen education in the Constitution and the Basic Law, and cultivate students' national concept and national security awareness.

Only when there is understanding can there be feelings; only with feelings will we be willing to contribute to the country and work hard for the country. We need to let the young generation in Hong Kong realize that they are Chinese and truly understand the real situation of the country.

There are many ways to improve national education. For example, in some kindergartens in Hong Kong, the activity of "greeting the national flag and playing the national anthem" will be held. This is not a special practice, and it will be done in kindergartens in the United States. I believe that if you learn to raise the national flag and sing the national anthem from an early age, it will be more conducive to forming a national identity and enhancing the sense of belonging to the country.

I have seen that the HKSAR Government recently launched the Greater Bay Area Youth Employment Scheme to encourage enterprises with operations in Hong Kong and mainland cities in the Greater Bay Area to hire HKU graduates to work in mainland cities in the Greater Bay Area.
