The "Measures" standardize the discharge, collection, transportation and disposal of kitchen waste, further clarify the division of functions and labor of relevant functional departments such as ecological and environmental administrative departments, agricultural and rural administrative departments, and water affairs administrative departments in the management of kitchen waste, and provide a legal guarantee for the city to implement the separate delivery, unified collection and transportation of kitchen waste and designated centralized disposal activities.
According to the Measures, waste edible oils and fats collected separately by kitchen waste generators as required can be purchased by the concessionaire for the collection, transportation and disposal of kitchen waste. The Measures also provide for the prevention of the return of "gutter oil" to the table, and stipulate that several cases of illegal disposal of kitchen waste will face punishment.
General kitchen waste is disposed of for a fee, and waste edible oil can be sold for money
According to reports, the "Measures" apply to units and individuals engaged in catering services, collective meal distribution and other activities, including hotels, restaurants, small restaurants, centralized meal distribution units, unit canteens, etc. (hereinafter referred to as kitchen waste generators) in the process of production and operation of food residues, food processing waste, expired food and waste edible oil and fat emissions, collection, transportation and disposal and supervision and management activities. The source of kitchen waste is units and individuals engaged in catering services and collective meal distribution, excluding food production and processing enterprises.
The "Measures" make it clear that kitchen waste includes general kitchen waste and waste edible oil, and general kitchen waste is food residue, food processing waste and expired food in kitchen waste. The generator of kitchen waste shall pay the general kitchen waste disposal fee according to the standard of the domestic garbage disposal fee charged by Guangzhou. The "Measures" stipulate that the waste edible oil and fat collected by the kitchen waste generators separately, such as swill oil, frying waste oil and gutter oil separately, shall be purchased by the kitchen waste collection and disposal concessionaire for a fee, and the purchase price shall be determined by negotiation according to the market price. If there is no separate collection of waste edible oils and fats, such as waste edible oils and fats mixed with general kitchen waste, the kitchen waste generator should pay the disposal fee according to the general kitchen waste.
It is strictly forbidden for "gutter oil" to return to the table, and the non-standard waste edible oil does not leave Guangzhou
The "Measures" stipulate that waste edible oils and fats that do not meet the corresponding quality standards after processing or processing shall not be transported out of Guangzhou, stipulate the requirements for the resource treatment of waste edible oils and fats, and prevent waste edible oils and fats from returning to the table. Encourage franchise enterprises to deep process waste edible oils and fats into chemical products, and produce biodiesel, laundry detergents and soaps, oleic acid, stearic acid and glycerin, concrete product release agents, lithium-based greases and other products.
How much is food waste charged?
According to the relevant person in charge of the Municipal Urban Management Comprehensive Law Enforcement Bureau, according to the "Guangzhou Municipal Domestic Waste Classification Management Regulations", kitchen waste belongs to a category of domestic garbage, and the city's non-resident kitchen waste is currently charged according to the charging standard of domestic garbage, the specific standard is 13.5 yuan / barrel (of which the municipal domestic waste disposal fee is 6 yuan, the environmental sanitation cleaning service fee is 7.5 yuan, and the "barrel" is the unit of calculation, 0.3 cubic meters per barrel). For residents, the fee for environmental sanitation cleaning services is 10 yuan per household per month for permanent resident households, and the fee for domestic garbage disposal is 5 yuan per household per month for permanent resident households (resident households holding the "Low Income Hardship Family Certificate" can be exempted).
Implement a franchise system for the collection, transportation, and disposal of kitchen waste
It is worth noting that enterprises that meet the requirements of the Measures can participate in the competition for general kitchen waste, waste edible oil and fat collection, transportation, and disposal of concessions. After an enterprise obtains the concession right granted by the government through public bidding and other market competition methods, before carrying out the collection, transportation and disposal business, it is required to apply for the "Municipal Solid Waste Commercial Cleaning, Collection and Transportation Service License" and the "Municipal Solid Waste Commercial Disposal Service License" from the district urban management department of the place where the enterprise is registered.
In addition, the Measures clarify the penalty provisions: for example, if livestock and poultry farms and breeding communities use kitchen waste that has not been harmlessly treated to feed livestock and poultry, they shall be punished in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste;
If the producer of kitchen waste fails to implement the requirements of separate classification and closed storage, he shall be punished in accordance with the relevant provisions of the "Guangzhou Municipal Regulations on the Classification and Management of Domestic Waste";
Where the producer of kitchen waste fails to hand over the kitchen waste to the kitchen waste collection and transportation unit that has determined to serve the region according to law, it shall be punished in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste;
Where a kitchen waste collection and transportation unit mixes and transports classified general kitchen waste and waste edible oil during the collection and transportation process, or discards or scatters kitchen waste or drips sewage along the way, it shall be punished in accordance with the relevant provisions of the "Guangdong Provincial Urban and Rural Domestic Waste Management Regulations".
