Straight News: How do you interpret President Xi Jinping's important speech at the 50th anniversary of the restoration of the rightful seat in the United Nations?

Special Commentator Liu Heping: I have noted that President Xi Jinping's speech began by reiterating an indisputable basic fact, namely, that the 26th session of the UN General Assembly adopted Resolution 2758 by an overwhelming majority, deciding to restore all the rights of the People's Republic of China in the United Nations and recognizing that the representatives of the Government of the People's Republic of China are the only legitimate representatives of China in the United Nations. Obviously, this is a reaffirmation and emphasis on the legal basis of the famous syllogism that "there is only one China in the world, the Government of the People's Republic of China is the sole legitimate government of China, and Taiwan is part of China." At the same time, in recent days, some of the mainstream media in the country, as well as some Chinese diplomats, have also been full of fire to defend the validity of UN General Assembly Resolution 2758 and the basic fact that Taiwan is part of China.

In my opinion, this approach of Chinese mainland is completely targeted and prepared. Because for some time now, on the eve of the 50th anniversary of the adoption of Resolution 2758 by the 26th session of the United Nations General Assembly, the "Taiwan independence" forces on the island of Taiwan and the "pro-Taiwan" forces of the United States are stirring up a crooked wind that attempts to deny the validity of Resolution 2758 and that Taiwan is part of China in a way that responds internally and externally.

The first to take advantage of this opportunity to make trouble is undoubtedly the Tsai Ing-wen administration, which has been trying to promote "Taiwan's return to the United Nations" in recent years. The so-called argument they put forward is that Resolution 2758 only deals with the issue of the representation of the People's Republic of China in the United Nations, and does not authorize the People's Republic of China to represent Taiwan within the United Nations system, let alone mention that Taiwan is part of the People's Republic of China. On October 10 of this month, Tsai Ing-wen herself was even more desperate to see each other, nakedly declaring in public that "the two sides of the strait are not subordinate to each other."

After Tsai Ing-wen herself fired the "return to the United Nations" starting gun, some officials in the Biden administration also began to make frequent moves on the issue. Waters, the U.S. State Department's deputy assistant secretary for Asia-Pacific affairs, publicly declared at a forum that "Taiwan is frequently excluded from United Nations activities because China misuses Resolution 2758." The joint statement of the Defense and Foreign Ministers of the United States and Australia rarely emphasizes support for Taiwan's meaningful participation in international organizations. To this end, the United States and Taiwan have also set up a so-called "WORKING Group on International Organizations between the United States and Taiwan" and held a video conference on the topic of "expanding Taiwan's international participation."

All this means that in order to resolve the so-called issue of Taiwan's "return to the United Nations" and Taiwan's "meaningful accession to international organizations," the United States and Taiwan are trying to start from the source and undo the tight curse that the 26th SESSION of the United Nations General Assembly put on the "Taiwan independence" forces 50 years ago, that is, Resolution 2758. In other words, both the United States and Taiwan want to challenge Resolution 2758. To this end, the Tsai Ing-wen administration's perverse reasoning is that Resolution 2758 is not legally binding on Taiwan's "return to the United Nations," and the "pro-Taiwan faction" of the US side has "erroneously quoted Resolution 2578 Chinese mainland." It was in this context that Chinese mainland, in order to defend the validity of Resolution 2758, started a legal war with the Tsai Ing-wen administration and the "pro-Taiwan" forces of the United States.

Straight News: In your opinion, if the Tsai Ing-wen administration attempts to conclude that the so-called "cross-strait non-subordination" is achieved by denying the validity of Resolution 2758, can they achieve their goal?

Special Commentator Liu Heping: I believe that the basis, process and result of the promulgation of UN General Assembly Resolution 2758 are precisely the irrefutable facts that deny Tsai Ing-wen's fallacy of "mutual non-subordination" and prove the basic fact that Taiwan is part of the People's Republic of China.

First of all, we must know that Resolution 2758 was not promulgated out of thin air, it has a legal basis. This is based on the "Cairo Declaration" and the "Potsdam Proclamation" issued during World War II, two documents with legal status that clearly state that after the end of World War II, Japan must return Taiwan to China. This effectively negates the theory that Taiwan's status is undetermined and solves the problem of "Taiwan is part of China."

Second, Tsai Ing-wen denied the validity of Resolution 2758 on the grounds that it "neither resolves the issue of Taiwan and the representation of the Taiwan people in the United Nations system, nor does it address the issue of Taiwan's relations with the People's Republic of China," or even mentions the word "Taiwan" at all.

However, I would like to say that Resolution 2758 50 years ago dealt only with the "issue of China's representation", that is, the question of who really represented China at that time. Under such a big framework, there is no such thing as the so-called Taiwan issue. Because the general understanding of the international community at that time was that Taiwan was part of China, this was not a problem at all, because this was a problem that had long been solved by the "Cairo Declaration" and the "Potsdam Proclamation" during World War II.

Then there is the fact that at that time, both the mainland and the Chiang Kai-shek regime showed great adherence to principles on the question of who would represent China, and expressed a firm stand that "there is no difference between you and me." Chairman Mao Zedong at that time firmly stated that "if the United Nations had a representative of Taiwan, we could wait ten thousand years and not go in." After the People's Republic of China became China's sole legitimate representative to the United Nations, chiang kai-shek's regime also resolutely withdrew from the United Nations. This also means that at that time, both sides of the strait expressed the principled stand of "there is only one China in the world" with practical actions.

Special Commentator Liu Heping: I have noticed that in President Xi Jinping's speech today, he said that international rules can only be jointly formulated by the 193 member states of the United Nations, and cannot be decided by individual countries and groups of countries. I think that this sentence seems to be inconspicuous, but it is actually very vocal and introverted, which is equivalent to telling the outside world whether Resolution 2758 can be overturned and whether "Taiwan can return to the United Nations" is not what you Tsai Ing-wen said, nor is it what the United States alone said, and it is ultimately up to the 193 member states of the United Nations to vote.

Or, in my own words, whether Resolution 2758 can be overthrown, "whether Taiwan can return to the United Nations", although we need to be reasonable, but in the end we must talk about strength. The reason why Chinese mainland has been able to have such confidence is that 50 years ago, the Member States attending the Ungalacto were able to adopt Resolution 2758 by an overwhelming majority of 76 votes in favor and 35 votes against 17 abstentions.

The reason behind this is that, first, China's influence in Asian, African, and Latin American countries is further strengthened compared with the past; second, as of now, there are only 15 so-called "countries with diplomatic relations" in Taiwan; third, even the Western allies of the United States, few dare to openly stand up and deny Resolution 2758 and approve of "Taiwan's return to the United Nations."
