Inner Mongolia: The 14th Five-Year Plan for the Development of Human Resources and Social Security Was Released

Recently, the Department of Human Resources and Social Security of the Inner Mongolia Autonomous Region issued the "Development Plan for human resources and social security undertakings in the 14th Five-Year Plan of the Inner Mongolia Autonomous Region", which put forward the main goals and 24 specific indicators for the development of human resources and social security undertakings in the whole region during the "14th Five-Year Plan" period.

The plan clearly states that during the "14th Five-Year Plan" period, the whole region should achieve 1 million new jobs in cities and towns, carry out 1.25 million subsidized vocational skills training, and control the urban survey unemployment rate and the urban registered unemployment rate within about 6% and 5% respectively. By the end of the "14th Five-Year Plan" period, the basic pension insurance participation rate reached more than 90%, the number of unemployment insurance participants was 2.93 million, the number of people insured by work injury insurance was 3.45 million, the total entrusted investment funds of the urban and rural residents' pension insurance fund exceeded 5 billion yuan, and the scale of the supplementary pension insurance fund exceeded 58 billion yuan. 300,000 new professional and technical personnel have obtained vocational qualification certificates, and 750,000 new vocational qualification certificates or vocational skill level certificates have been added. The wage distribution system of enterprises is more perfect, the mechanism of reasonable wage growth is more sound, the proportion of labor remuneration in the primary distribution is gradually increasing, and the wage income distribution structure is significantly improved. The income distribution policy oriented to increasing the value of knowledge has been further improved, and a wage distribution system that conforms to the characteristics of public institutions has been basically established. During the "14th Five-Year Plan" period, the success rate of labor and personnel dispute mediation, the conclusion rate of labor and personnel dispute arbitration, and the completion rate of labor security supervision reporting and complaint cases exceeded 60%, 90% and 96% respectively. The unified, urban and rural, efficient and convenient human resources and social security public service system in the whole region has been improved, the level of standardization, informatization and equalization of public services has been significantly improved, the social security card "one card" has been widely used, and the satisfaction of the people has been continuously improved. By the end of the 14th Five-Year Plan period, the number of insured persons with social security cards was 22.7 million, and the coverage rate of the population applying for electronic social security cards reached 67%.
