Four priority tasks were emphasized.

1. Strengthen joint monitoring and early warning. Give play to the role of 362 wheat and 81 regional measurement stations for major diseases and insects of rapeseed across the country, systematically monitor, closely follow up, correctly consult, and scientifically guide prevention and management actions.

The rapeseed production area focuses on the prevention of sclerotia.

3. It is the implementation of key prevention and control measures. Wheat stripe rust vigorously grasps "investigation with medicine, discovery, prevention and control of a piece" to protect the surface and strictly prevent large-scale expansion of the epidemic; Wheat gibberellosis areas adhere to the "prevention first, take the initiative, see flowers and spray medicine" unswervingly, to ensure that the prevention before the outbreak of epidemics; Aphids prominently grasp the control base of "moving forward at the gate and pressing forward and controlling after" to strictly prevent the hazards of outbreaks at the panicle stage; Plasma suckers focus on strengthening the prevention and control of pupal stage and adult feathering stage to maximize the control of harm. Rape sclerotonia fully implements preventive and control measures at the initial flowering stage to ensure that no serious losses are caused.

4.
