On July 5, 1996, at the Eighth National People's Congress, the Measures for the Administration of Firearms were adopted, and the whole country began a vigorous gun collection operation.

The police in Laiwu, Shandong Province, heard that an old man was in possession of two shell guns, and the police went to confiscate them according to law, but they were refused.
The old man pointed to two pistols and said, "This one was given to me by Commander Liao Rongbiao, and the other one was given to me by General Su Yu.
This old man was Teng Xiyuan.
In 1925, Teng Xiyuan was born in Laiwu, Shandong Province, and he was the third oldest of the five brothers. When they were young, Teng Xiyuan's family had a very difficult life. His parents also died early, because there was no source of livelihood, and his two older brothers had already joined the ranks of our party leadership, and Teng Xiyuan could only rely on begging to support his two younger brothers, but his fifth brother still died of starvation on his back because he had no food.
On July 7, 1937, the Japanese army created the "Lugou Bridge Incident" and launched a long-planned all-out war of aggression against China, at the end of December of that year, the Japanese army captured Laiwu, Teng Xiyuan personally saw the Japanese devils "sweeping" in the village, robbed each villager's home of materials, slaughtered a large number of innocent people, and then burned their bodies together with the house, in an attempt to destroy the evidence of the crime.
Although Teng Xiyuan was young, he already had the ambition to serve the country, and during the revolution, his two brothers preached to him a lot of ideas of "annihilating the enemy and defending the country and protecting the lives and property of the masses." He was extremely angry and disdainful of this atrocity committed by the Japanese army, and also decided to join the army to fight the devils.
In February 1938, Teng Xiyuan wanted to join the anti-Japanese team. At that time, everyone thought that he was only 13 years old, too young to take him into the army. But Teng Xiyuan did not give up, insisted many times and expressed firm faith, and the county brigade finally agreed to his request. Due to his long-term malnutrition, Teng Xiyuan grew dark and thin, so his teammates gave him a nickname of "Tenghezi".
Disguised as his own little beggar, he investigates the situation and transmits information for the county brigade. It was from this that Teng Xiyuan began his 15-year-old career as a horseman.
But no one expected that in a Japanese Kou sweeping operation, Teng Xiyuan would actually become famous in one battle.
In 1940, under the news of traitors and traitors, the Japanese Kou obtained a lot of intelligence and began to frantically sweep the base areas of the Eighth Route Army, one of which went straight to Teng Xiyuan's unit. The incident was too sudden, two soldiers of the county brigade were unfortunately arrested, and 15-year-old Teng Xiyuan was also in danger of being surrounded.
Soon, the thin Teng Xiyuan also became the target of the Japanese attack, in order to avoid the Japanese army's pursuit, with the familiarity with the terrain of the village, Teng Xiyuan ran to the top of the pigsty on the side of the road, a Japanese soldier also followed here, Teng Xiyuan stood on the top of the pigsty, looking at the Japanese army pursuing him, the more he thought about it, the more angry he thought, he thought, why should we ordinary people let the Japanese army slaughter, instead of waiting for death like this, it is better to let go.
Teng Xiyuan saw the timing of the devil's approach to the wall, jumped down from the wall, rode on the devil's head and rode him down, and then two comrades also jumped down, and the three of them pressed the devil's arms and legs to make him unable to move, and then Teng Xiyuan immediately took out a dagger to kill the devil.
Subsequently, Teng Xiyuan handed over the head of the Japanese head to Liao Rongbiao, commander of the four detachments of the Eighth Route Army, and Liao Rongbiao was very happy to see Teng Xiyuan, who was already able to kill the enemy at a young age.
In the battle of Yang Jiaheng, in the chaos, he saw the japanese standard-bearer, so he shot the flag bearer to death, making the Japanese army chaotic in an instant. Taking advantage of this opportunity, he shot and killed several Japanese soldiers.
The performance of a 15-year-old young warrior (plus the first hand-bladed Japanese Kou, who directly killed 7 devils this year) is simply brilliant.
Liao Rongbiao not only awarded him a first-class merit, but also gave him a box cannon. Liao Rongbiao said, "Don't look at your little black black, but it's okay to fight Japanese devils!" ”
Teng Xiyuan also became famous because of this.
After the victory of the War of Resistance Against Japan, there was a brief peace in the country. When Teng Xiyuan and his comrades-in-arms thought that they could return to their hometown and get a piece of land to live a peaceful life, the liberation war ensued. In order to liberate the whole country, the soldiers once again went to the battlefield to fight the Kuomintang.
At this time, although Teng Xiyuan was only in his twenties, he already had rich combat experience, became an artillery company commander, and also participated in the battle to encircle and annihilate the nationalist reorganized Eleventh Division. In order to make the limited artillery contribute the most to the battle against the enemy, he often went to the combat site to conduct secret investigations and select the most favorable terrain. He not only let his subordinates go down, but often went himself.
One evening in July 1947, Teng Xiyuan secretly went to reconnoiter as usual, and suddenly found a 200-man Kuomintang squad marching nearby, only half an hour away from where the main force of our army was stationed. But Teng Xiyuan did not know where they were going, and he was afraid that when he went to call people back, these people had disappeared without a trace, sparing 200 enemies. But at this time there was only one warrior in charge of vigilance at his side, and all their weapons added up to only 3 grenades, a rifle and a pistol. At this time, Teng Xiyuan's brain was running rapidly, and after a while, he thought of Zhuge Liang's "empty city plan".
After dark, Teng Xiyuan took out a grenade and pulled it open and threw it out, while shouting at the Kuomintang troops: You have been surrounded, don't make any more senseless resistance.
Because it was late, the enemy did not know how many PLA troops were on the slopes on both sides, but they were convinced that they had been ambushed by our army, and they did not dare to act for a while, but after waiting for a while, they did not find our troops on both sides of the hillside, and they were very afraid and wanted to withdraw from here immediately.
After waiting for a while, the Kuomintang troops decided to withdraw from the ravine, but it was too late, and the main force of our army had reached the ravine by means of the signal of gunfire, and successfully eliminated the scattered Kuomintang army.
Teng Xiyuan's dangerous behavior made him appreciated by the leaders, and he was once again awarded the first class merit.
At the post-war celebration meeting, Su Yu personally talked to Teng Xiyuan, praised him as a "lone hero", and handed him a pistol in the envious eyes of the soldiers.
It was also a brand-new Mauser pistol, and unlike before, it belonged to the twenty-shot German-made pistol and was captured from the hands of Nationalist officers.
The Eighth Route Army could not build it, and could only be captured from the enemy, and there were few in the entire Eighth Route Army.
After the founding of the People's Republic of China, the Korean War broke out, and Teng Xiyuan also signed up for this battle, he got on a car from Fujian and went all the way north to fight in North Korea.
In one operation, enemy tanks blocked the troops' way, and Teng Xiyuan, the commander of the artillery company, ignored the objections of others, took the explosive package in his arms, and touched the side of the tank by relying on the cover of night. The eight-pound explosive pack successfully blew up the tank, successfully clearing the obstacles for the troops, and Teng Xiyuan became an explosive hero. Although he himself escaped the disaster, he was still injured by the explosion, leaving a scar on his forehead.
Old man Teng Xiyuan recalled: "In fact, I didn't think I could survive at that time. It was hard, but someone had to do it, so I went. ”
In 1953, Teng Xiyuan was demobilized and returned to his hometown of Laiwu, and after taking off his military uniform, he continued to shine in society.
In 1996, after the promulgation of the gun ban bill, various regions of the country began to carry out confiscation operations, and local police visited Teng Xiyuan's home because of firearms problems.
When the police took the paper handed by Teng Xiyuan, they did not expect that it was a gun license. The certificate was issued in 1982 by unit 6020 of the Chinese People's Liberation Army, which clearly stated the instructions for holding a gun and stamped with the military seal of the Chinese People's Liberation Army.
Looking at this gun license, the police comrades instantly felt that Teng Xi was far from simple. There must be some extraordinary experience in him, and under the repeated pleading of the comrades of the police, the family told the extraordinary experience of the old man!
After that, not only did he not confiscate the old man's double gun, but he greeted the old man with warm care.
Throughout his military career, Teng Xiyuan experienced the War of Resistance Against Japanese Aggression, the War of Liberation, and the War to Resist US Aggression and Aid Korea, and was wounded 5 times, and there are still traces of shrapnel on his forehead.
Throughout his life, Teng Xiyuan won the first class merit three times, the second class merit twice, and the third class merit three times. Especially in the Liberation War, Teng Xiyuan participated in more than ten large and small battles such as the Battle of Laiwu, the Battle of Huaihai, and the Battle of Crossing the River.
Teng Xiyuan still often remembers the previous hard years, in the Battle of Laiwu, Teng Xiyuan only ate 3 persimmon cakes in three days, stepping on ice ballast to cross the river, very hard.
Teng Xiyuan always warned his children that I was born in the war years, how many times I escaped death, you must know that peace is not easy to come by.
