New progress has been made in the construction of Ruhu Ecological Science and Technology Park in Huicheng District. Recently, the Natural Resources Bureau of Huicheng District of Huizhou City announced the "Pre-announcement on the Land Expropriation of the Dalongshan 01 Unit Project of Ruhu Ecological Science and Technology Park (East Park)", which intends to expropriate 475 mu of land to support the construction of the Ruhu Ecological Science and Technology Park (East Park) project.
The "Announcement" shows that for the sake of public interests, in accordance with the provisions of the "Land Administration Law of the People's Republic of China" and other laws and regulations, and with the approval of the Huicheng District People's Government, it is proposed to expropriate Huangcun Village, Shangwei Village, and Fangcun Village in Ruhu Town, Huicheng District, with a total of about 475 mu of land for the construction of the Dalongshan 01 unit project of Ruhu Ecological Science and Technology Park (East Park).
In terms of subsidy standards that have attracted much attention from the public, the Announcement strictly implements the comprehensive land price standards for areas in Huicheng District No. 1 stipulated in the Announcement of the Huizhou Municipal People's Government on the Announcement on the Implementation of the Comprehensive Land Price of Agricultural Areas (Huifu Gong [2021] No. 4). The land compensation and resettlement subsidy fee of Ruhu Town, which belongs to the No. 1 district of Huicheng District, is calculated according to 84,800 yuan / mu. The forest land and unused land are implemented according to the adjustment coefficients of 0.55 and 0.4 uniformly set by the city, respectively: 46640 yuan / mu and 33920 yuan / mu.
In addition, compensation for above-ground attachments such as green shoots and houses is implemented in accordance with the standards of the Measures for collective land expropriation and compensation in Huizhou City (Huifu [2021] No. 27). Time-limited demolition, monetary compensation, and landless insurance and other measures effectively protect the rights and interests of landless villagers.
In terms of the implementation of the specific land requisition work, the "Announcement" said that on the date of the pre-announcement, the Ruhu Town People's Government will organize and carry out the investigation of the current situation of the land and the registration of compensation for expropriation. The owner and user of the land to be expropriated are requested to cooperate with the land expropriation work and go to the Ruhu Town People's Government (contact number: 2796788) to handle the land expropriation and compensation registration procedures for attachments and young seedlings on the ground, and all relevant units and individuals will inform each other. Where the registration of compensation for land requisition is not carried out as scheduled, the compensation shall be subject to the results of the town (street) investigation.
In addition, the "Announcement" also requires that no unit or individual shall rush to plant and rush to build within the scope of the land to be acquired; if the land is rushed to plant and rush to build in violation of regulations, no compensation will be given for the part of the rush to plant and build. At the same time, it is pointed out that all relevant units (individuals) should actively support the land expropriation work, and the public security organs should strictly handle those who incite the masses to make trouble or obstruct the land expropriation work in accordance with the "Law of the People's Republic of China on Punishment for Administration of Public Security.", and those who violate the criminal law and constitute a crime shall be investigated by the judicial organs for criminal responsibility according to law.
