Taking the second year of Zhiping (1065) as an example, although the revenue of the Song Dynasty in this year reached 116.13 million silver taels, the expenditure on official expenses and military expenses reached 120.34 million silver taels, and the income was not enough. Culturally, Zhao Shu attaches great importance to reading books and the compilation and collation of books. To this end, in the third year of Zhiping (1066), Zhao Shu ordered Sima Guang to set up a bureau to specialize in the Zizhi Tongjian.
