By the end of the 13th Five-Year Plan, the aviation industry in Hunan Province has formed a whole industrial chain system based on aviation materials, small and medium-sized aviation engines, aircraft take-off and landing systems, airport ground equipment, general aviation aircraft development and general aviation operation services.

Among them, the scale and competitiveness of the small and medium-sized aviation engine industry cluster in Hunan Province ranks first in the country; the technical level of aircraft landing gear system and wheel brake system is leading in the country, and has been supported by C919 civil aviation aircraft; in the field of whole machine manufacturing, Shanhe Intelligent has firmly occupied the first position in the domestic market share of light sports aircraft after nearly 20 years of perseverance and efforts, and has mastered a series of core key technologies such as the overall design of general aviation aircraft, the overall molding of composite materials, and the intelligent flight control of medium and large unmanned aerial vehicles. It has gradually grown into a leading enterprise in General Aviation in China.

At present, Hunan Province is accelerating the construction of general aviation infrastructure. The feasibility study report of the Xiangxi Airport Navigation Base and loudi Qiaotouhe Navigation Airport project has been approved. A number of new general airport projects such as Yiyang Anhua, Yiyang Heshan, Changde Shimen, Chenzhou Feitianshan and so on are also accelerating the early docking. According to the plan, Hunan will build a "1+13+N" general airport skeleton network.

According to the data, at present, there are 18 registered general aviation companies in Hunan, more than 50 general aviation companies applying for operation and flight in Hunan Province, and have played an active role in more than 20 fields such as emergency rescue and rescue, flight training, aviation tourism experience, medical first aid, and agricultural and forestry production protection.

According to the plan, Hunan Province will carry out a centralized layout according to the existing industrial base and the advantages of the park, focus on strengthening the equipment manufacturing industries such as small and medium-sized aviation engines, aircraft aircraft, Beidou navigation and low-altitude surveillance, accelerate the popularization of social public aviation services such as medical rescue and emergency rescue, and actively cultivate the whole industrial chain of general aviation such as cultural tourism and sports, general aviation design, financial services, and general aviation exhibitions.

At the same time, it will create a "one-hour commuting circle" for Hunan general aviation, and drive the development of the general aviation industry through "flying up" and "heating up". Recently, zhuzhou-Zhangjiajie short-distance transport routes have been opened, and several short-distance routes will be opened soon, and flight training and flight experience will be vigorously carried out, and flight simulation experience points and aviation science popularization halls will be set up to stimulate the public's interest in flight.

At the same time, the shortcomings of Hunan aviation industry:

First, although the market size of the aviation industry in Hunan has also expanded year by year in recent years, the growth rate has narrowed year by year, which does not match the development momentum of strategic emerging industries. Moreover, the gap between the volume and the expected is larger, especially the general aviation industry is smaller, and there is also a large catch-up space compared with the domestic advanced provinces;

Second, the research and development and manufacturing of airport ground equipment as an important part of the aviation industry chain is still in its infancy, and technological innovation and product market cultivation also require the concerted efforts of the government and enterprises;

Third, the promotion and implementation of the reform of low-altitude airspace management still lacks the comprehensive guarantee of corresponding systems, systems, technologies and infrastructure.

Fourth, Hunan Province lacks aircraft model projects with significant influence in the country, which leads to the failure of effective integration and traction of Hunan aviation industry chain resources, which restricts the aviation industry in Hunan Province to a larger volume and a higher level.

To this end, Zhu Jianxin suggested:

First, it is necessary to innovate in concepts, improve the top-level design with forward-looking thinking, focus on the long term, plan the layout, and dare to invest.

Second, the government should guide or policy to encourage the airports of Hunan Airport Group to boldly try the new equipment on the ground of qualified airports developed by enterprises in the province, and the airports in the province should give priority to the use of qualified new products of enterprises in the province to solve the market development problem of "chicken and egg who comes first" that the conventional new product bidding needs to use performance.

The third is to take the low-altitude airspace management reform as an opportunity to advocate collaborative innovation, strengthen the construction of conditions, and promote the great development of the general aviation industry in Hunan Province. The dependence of the development of the aviation industry on the airspace is like the dependence of the automobile industry on the road network, and in order to achieve the great development of the general aviation industry, it is ultimately necessary to take institutional innovation, infrastructure construction and technological innovation as the starting point to achieve the safe and efficient use of low-altitude airspace.

He held that it is necessary to establish as soon as possible a low-altitude route route with a rational layout and scientific design; take rational planning as the premise to increase the construction of general aviation airports and related facilities; and use scientific and technological innovation as a guarantee for the reform of low-altitude airspace management.

The fourth is to take the major market demand as the traction, the series of complete machine models as the driving force, the provincial and municipal multi-government departments to unite, and the multi-enterprise collaboration to build China's "multi-purpose light transport aircraft industry base".

The fifth is to introduce corresponding preferential policies for the introduction of talents, training, the manufacture, sale, purchase and site selection of aircraft for registered (and newly added) aviation-related companies and general aviation airports in the province.

He believes that the aviation industry is the need for enterprises and entrepreneurs to have the determination to invest in the long term, although ushered in unprecedented development opportunities, but the high-quality development of enterprises and industries is still inseparable from enough preferential policy support; in addition, scientific and technological innovation is important, is the first driving force for development, and talent is a strong support for high-quality development, the high-quality development of the aviation industry, high-end talents and professional skills of the supporting role is particularly prominent. Therefore, the introduction, training and use of talents in the aviation industry should have a more open mechanism and more preferential policy support.
