At present, Hunan Province is accelerating the construction of general aviation infrastructure. At present, there are 18 registered general aviation companies in Hunan Province, and more than 50 general aviation companies have applied for operation and flight in Hunan Province, and these general aviation companies have played an active role in more than 20 fields such as emergency rescue and rescue, flight training, aviation tourism experience, medical first aid, and agricultural and forestry production protection.
Zhu Jianxin said that in the future, Hunan will create a "one-hour commuting circle" for general aviation, and drive the development of the general aviation industry through "flying up" and "heating up". Recently, Hunan has opened a Zhuzhou-Zhangjiajie short-distance transport route, and several other short-distance routes will also be opened soon. Hunan will vigorously carry out flight training and flight experience, set up flight simulation experience points and aviation science popularization halls, and stimulate the public's interest in flight.

The low-altitude opening up of Hunan Province should comprehensively consider the needs of the actual and future business development of general aviation enterprises in the province for airspace routes, and under the premise of not interfering with military and civil aviation combat training and flight transportation as much as possible, the general airports such as Zhuzhou Lusong, Changsha Kaihui, Ningxiang Xiangzikou, Hengyang Dapu and other general airports in Hunan and regional airports in the province should be demarcated as low-altitude routes, low-altitude navigation maps should be made, different types of airspace should be demarcated, points should be connected into lines and connected into surfaces, forming an open Hunan low-altitude network, and taking the lead in building a low-altitude route network in Hunan Province. It can make it possible to fly out of all the general aviation airports.
The second is to increase the construction of general aviation airports and related facilities under the premise of rational planning. We should give full play to the leading role of the state and the Hunan Provincial Government, and design the layout of the general aviation airport on the principle of reasonable layout, smooth connection, and direct access; the government departments of the established general aviation airport should actively formulate assistance development plans.
The third is to guarantee the reform of low-altitude airspace management with scientific and technological innovation. Hunan Province should build a joint innovation mechanism between general aviation management agencies and general aviation enterprises, and build a general aviation development support system such as low-altitude airspace surveillance, flight plan reporting and control, and long-distance dispatch of aviation equipment by integrating new technologies such as intelligent avionics, cloud monitoring management, 5G communication, and Beidou navigation with the ADS-B information network, so as to promote the safe, efficient and rapid development of the general aviation industry in Hunan Province.
The fourth is to take the major market demand as the traction, the series of complete machine models as the driving force, the provincial and municipal multi-government departments to unite, and the multi-enterprise collaboration to build China's "multi-purpose light transport aircraft industry base". Hunan Province should seize the opportunity, accelerate the rapid landing of aircraft projects led by major market demand, give full play to its traction and driving role in the entire industrial chain, and promote the high-quality and large-scale development of the aviation industry in Hunan Province.
The fifth is to introduce corresponding preferential policies for the introduction of talents, training, the manufacture, sale, purchase and site selection of aircraft for registered (and newly added) aviation-related companies and general aviation airports in the province.
