During the Qing Dynasty, there was a famous Qing official in Sichuan named Li Shufang (1733-1784), a native of Quxian County, Sichuan. According to the "Draft History of the Qing Dynasty", Li Shufang was a scholar of Qianlong for twenty-two years, and was awarded the post of chief of the official department by the imperial court, and later promoted to Langzhong, and in the thirty-third year of Qianlong, Li Shufang was again awarded the post of Inspector of Henan Province.

Li Shufang, erudite and knowledgeable, full of talent, honest and honest in his officialdom, not afraid of the powerful, dare to speak out. One day, he was in charge of patrolling and inspecting the capital, and happened to meet Shang Shu Fulong Anjia Nu Lan Da, who was fighting in the street and bullying people, committing wrongdoing, and following a gang of scoundrels under his hands, drunk and murderous, running rampant in the city, causing people to resent. Li Shufang, after seeing this, was furious, and immediately ordered the officers and men to arrest Lan Da and the others, and someone quietly told Li Shufang that he had arrested Lan Da, a red family slave in front of Shangshu Fulong'an of the Imperial Army, hoping that he could be released from light hair. Li Shufangcai doesn't care who you are, "the Son of Heaven has broken the law and is still guilty of the same crime as the common people", a word "arrest".
Back at the palace, Li Shufang immediately wrote a letter and told Emperor Gaozong of the Qianlong Emperor of the Qing Dynasty about Lan Da's misdeeds and bullying behavior. After the emperor saw this, he was very happy, and greatly praised Li Shufang's actions, and ordered that Lan Dafa be assigned to the frontier side, and Shang Shu Fulong'an, because of his lack of discipline and indulging in slavery and evil, handed over his guilt to the officials to discuss and decide on the corresponding punishment. In the thirty-ninth year of Qianlong, Shandong suffered a poor harvest at an old age, local officials acted arbitrarily to increase conscription, and the people's resistance was very strong. Shouzhang County Wang Lun revolted, decided to overthrow the Qing government, the rebel army soon gathered more than 2,000 people, under the leadership of Wang Lun and others, the rebel army soon captured Shouzhang City, beheaded Shen Qiyi of Zhi County, defeated the yanzhou town general who came to suppress it, and then marched north to The city of Liankeduo. The Qianlong Emperor was furious and ordered a large army to suppress it. Li Shufang saw very clearly the cause of Wang Lun's uprising, and he wrote to the Qianlong Emperor that the people's uprising and disturbances were actually forced by life and hunger; Li Shufang also said in the book that there were many displaced people not far from the capital, helping the old and the young, and migrating and fleeing. Regarding Li Shufang's words, Fan Yibin agreed with him and pleaded with the emperor to add a porridge factory to relieve the people.
Regarding Li Shufang's petition, Qianlong expressed doubts and sent his attendants Gao Pu and Yuan Shoudong to lead Fan Yibin and Li Shufang to Lugou Bridge and the towns of to see each other, but at first they did not see the displaced people that Li Shufang said. Later, Wang Lun's rebellion was suppressed, and the Qianlong Emperor ordered the captured Wang Lun's men to be brought to the Jingshi Dynasty for interrogation, and Li Shufang was asked to watch from the jury. Qianlong asked the arrested people whether they had chosen to rebel because of hunger and cold, and as a result, no one answered yes. Qianlong also asked the arrested person, what is the annual harvest? The answers all said it was OK.
Therefore, the Qianlong Emperor was furious and rebuked Li Shufang for writing nonsense, defending the "traitors" (rebels) for making trouble, and was not suitable for continuing to hold the current post, although the crime could be forgiven, but it was difficult to escape punishment, so Li Shufang was demoted to the head of the ceremonial department. As for the soldiers who were captured in the uprising, in response to the words of the Qianlong Emperor, the author thought that there was a big article, to say white, Qianlong was to wash away his own stains, Li Shufang became a wronged head, a righteous heart did not want to eat dumb losses, because the emperor knew that he was wronged, so he did not blame Li Shufang.
