At present, Liu has been criminally detained according to law.

On October 18, the Ninghai Police Station of the Haizhou Public Security Bureau received an alarm that some of the sewer manhole covers maintained by the municipal government in the jurisdiction suddenly disappeared, although the loss value was only a few thousand yuan, but it brought certain safety risks to the travel of the masses. After receiving the police, the police officer Yang Chao and others quickly sorted out the recent similar cases in the entire Haizhou District, and found that there were more than 40 similar stolen police cases in the two months of 9 and 10 alone.
"The targets chosen by the thieves are all square, manhole covers that block garbage from the side of the non-motorized road and facilitate the infiltration of rainwater into underground pipes, and once these manhole covers are stolen, they will leave many deep pits, and people riding battery cars or walking through here at night are at risk of falling down if they are not careful." Qiu Haifeng, deputy director of the Ninghai police station, introduced.
Although many crime sites are in non-motorized roads, it is difficult to catch the "sky eye", but through investigation, the police still quickly discovered the suspect's appearance outline, crime rules, and running trajectory. The other party is a man of about 60 years old, riding an electric car wearing a yellow coat, each crime in the early morning, due to the dim light and limited camera coverage, fled to the local Yongqing village and disappeared, so it is difficult to lock his identity information for a while.

Considering that the suspect must be selling stolen goods, the police decided to change their thinking, retrieved more than 70 video materials along the way, and finally found a suspicious tricycle walking on the road during the day on October 22, after screening and comparing the time and place of the crime, and finally extracted a clear photo of the suspect's face, locking it as Liu Mou, 64, of Haizhou District. The police immediately rushed to Liu's home to arrest him.
After arriving at the case, Liu Mou, who was already weak-minded, quickly confessed to the crime. He confessed that he usually collected swill water from the hotel for a living, and at about 1 a.m. one day in September this year, when he rode a battery car through Hailian West Road, he accidentally found a cocked sewer manhole cover on the side of the road, so he moved his mind and "picked it up" and sold it for some money.
Two days later, Liu saw that no one was tracking him, and his courage slowly grew, and he continued to steal as long as he had the opportunity. Because he was worried that stealing too much would bring great hidden dangers to pedestrians and vehicles on the road, he would be caught by the public security organs, so he stole up to 4 pieces at a time, and after committing the crime, he always did it every other day or two. By the time he was arrested, he had committed more than 20 crimes on Xingfu Road, Yanhe Road, Zhenhai Road, Hailian Road and other non-motorized roads in Haizhou District, which were close to home, but it was impossible to remember how many pieces were stolen.

Liu also confessed that he did not go home after each crime, but directly sold the manhole cover to a waste station at a low price of 1 yuan per kilogram, making a total profit of more than 1100 yuan. Subsequently, the police rushed to the waste station suspected of collecting stolen goods with Liu Mou and seized 29 531 kg sewer manhole covers on the spot.
At present, Liu Mou has been detained according to law for suspected theft, and the case is being further investigated.
